Duties
Duties listed below are at the full performance level.
Provide leadership for planning, designing, and executing a comprehensive public affairs program for communicating the organizations programs, policies, and activities to the surrounding publics.
Manage a synergized partnership program to identify potential partners that result in greatest value-added partnership projects aimed at achieving significant results, leveraged funds and increased accomplishments on the unit.
Participate in the formulation of plans and policies by conducting research to assure direct consideration of public information and public relations implications of planned actions.
Maintain knowledge of the most current and effective communication methods and techniques to carry out duties of the position and provide training in these methods for others as needed.
Prepare information material for dissemination to various publics regarding natural resource programs, issues and/or policy, assuring technical accuracy through coordination of reviews by appropriate staff or technical experts.
Ensure the partnership program aligns with unit?s goals of shared stewardships and promotion of leveraged investments in all land conservation activities .
Encourage public participation and assure that their views will be considered by management in the decision-making process
Requirements
- Must be a U.S. Citizen or National.

Qualifications

Specialized Experience Requirement:
GS-12: You must have one year specialized experience equivalent to the GS-11 grade level in the Federal service. Examples of specialized experience must include at least one or more: Established and maintained effective working relationships at multiple levels within an organization in order to develop and disseminate coordinated messages that accurately address organizational programs; Prepared written materials to promote the organization's position on a variety of sensitive, controversial and/or complex issues; Designed and tailored meetings and public involvement strategies to audiences that involved a degree of controversy.
GS-13: You must have one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Examples of specialized experience must include one or more: Evaluated the effectiveness of a public affairs and/or communications program, contributed to long-range plans and developed new methods and techniques in communicating with an agency's various publics and groups. Provided leadership and direction to forest partnership programs and policies. Provided advisory assistance and worked with other partnership staff and specialist to coordinate efforts with other entities. Researched and analyzed controversial agency programs, assessed public reaction, and developed appropriate communication strategies, information materials, campaigns, and programs.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
