You will serve as a Scientist in the Metrics Analysis & Data Calls Branch; Corporate Operations Department of NAVSURFWARFCTR PANAMA CITY DIVISION. This position is part of the Warfare Centers Personnel Demonstration Project. ND-03 is equivalent to GS-09/11. ND-04 is equivalent to GS-12/13.

Duties

You will develop data analysis and visualization techniques for both technical and business needs as they are identified. You will work with data set owners to improve methods for cleaning and managing the data to be utilized in data analytic and visualization tools. You will identify, manage, and develop analytics, reports, and metrics for the organization. You will develop and manage a data repository and data architecture for the organization. You will implement assessment methods and problem solving techniques including engineering or scientific mathematical and statistical analytical techniques. You will execute process management studies, analyses, and initiatives utilizing data analytics software. You will conduct well-informed, effective, and timely technical analyses to determine impacts on operations and effectiveness including preparing and distributing reports. You will utilize the four phases (problem definition, model development, hypothesis testing and investigation, and predictions/explanations) of the analytical process for problem solving. You will utilize data cleaning and/or data visualization tools (e.g. SQL, Tableau, SAS, Matlab, R, among other software).

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position: FOR THE ND-04: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-09/11 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional scientist conducting data analytics to provide management with reports or visualization tools to facilitate program evaluation and decision making. FOR THE ND-03: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-02 (GS-05/08 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional scientist collecting, arranging, or processing data sets to develop statistical reports. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

Operations Research Series: A degree in operations research; or related degree that included at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics, and at least 3 of the 24 semester hours were in calculus.

Education may be substituted for specialized experience for the ND-03 only, as follows:

FOR THE ND-03:
Successful completion of a master's or equivalent graduate degree.
or
Successful completion of two full years of progressively higher level graduate education leading to a master's degree.
or
A combination of specialized experience and graduate education as described above that equates to one year of experience.
