The primary purpose of this position is to operate and maintain Water Treatment/Wastewater Reclamation Plants within guidelines established by federal, state, and local regulating agencies. To perform preventative maintenance on various equipment items and repair equipment in order to keep plants operational at all times.

Duties

-Operates, adjusts and controls Oxidation/High rate Pressure Multi-Media Filtration Water Treatment Plant and Primary/Secondary Wastewater Reclamation Plant with Anoxic denitrification/re-nitrification and Primary/Secondary Sludge Digestion. -Performs operational repairs and preventative maintenance on plant equipment and instruments. -Collects various water/wastewater samples at reclamation plants and designated sampling points throughout the potable water distribution / wastewater collection systems. -Utilizes safety practices, rules, regulations, and procedures to maintain a safe and clean work environment.

  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.

  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver?s license may be required for the position.
  • May be required to be a Government Purchase Card (GPC) holder and process all paperwork for this function.
  • The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or
  • office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5400-Industrial Equipment Operation Family, Water Treatment Plant Operating. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a WATER TREATMENT PLANT OPERATOR without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of technical practices in order to perform various operational repairs and preventative maintenance on water and wastewater equipment and pollution control equipment. 2. Knowledge of wastewater equipment such as force main lift stations, collection system components, hydraulic gates, communicators, grit chambers, clarifiers, bio filters (trickling), chlorine contact chambers, sludge handling pumps, digesters, sludge drying beds, and boiler equipment. 3. Knowledge of water treatment equipment such as submersible deep water well pumps, supervisory control and data acquisition components (SCADA), variable frequency drives, pressure sand filtration, booster pumps, storage tanks, and water distribution valves and manifolds. Knowledge of water treatment processes including oxidation, disinfection with chlorine, fluoridation and electrodylous units. 4. Practical knowledge of safety practices and procedures associated with the operation of water and wastewater plants and equipment. Ability to interpret diagrams, drawings, operating manuals, or special facility procedures to be followed during emergencies, equipment failure, or system malfunction. 5. Skill in the use of measuring instruments such as gauges, electrochemical and amperometric meters, recorders, analog and digital displays, and computer-generated data to determine operational status and make necessary adjustments to plant processes. 6. Ability to operate water and wastewater plants and associated equipment; and perform preventative maintenance and repairs on equipment with minimum, or no supervision. Operate auxiliary and pollution control equipment, as needed with minimum, or no supervision. Physical Effort: Frequently works in confined areas in and around boilers, mechanical, electrical, and support equipment, i.e. auxiliary and pollution control equipment. Work requires moderate to strenuous physical effort and long periods of walking, standing, climbing, bending, and crouching. Frequently lifts and carries water and wastewater equipment parts and chemical supplies weighing up to 40 pounds unassisted. Occasionally may include items weighing over 100 pounds with assistance of other workers or weight handling equipment. Working Conditions: Employee works outdoors and indoors; and is frequently alone. When working outdoors employee is subject to prevailing weather conditions. Employee often works on catwalks, ladders, and elevated storage tanks. Employee is subject to exposure to high temperatures, constant noise, operating machinery, dirt, grease, chemicals, oils, and fumes in the work area. Employee is subject to cuts and abrasions from the use of tools and equipment. Employees are exposed to chemicals such as various acids and caustics which can burn. Employee is exposed to hot water, pipes, and boilers which can burn. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
