This position is located in a State and/or Area Office in USDA/Rural Development (RD). The incumbent has responsibility for making and servicing loans/grants for selected loans and grants for rural facilities, utilities, and/or businesses.
There is one vacancy that may be filled at any of the locations listed.
This is NOT a remote position..
Duties
Reviews and analyzes preapplications, applications and all supporting documents to determine loan or grant eligibility and inputs data into appropriate automated database system.
Directs applicants to or provides the necessary credit counseling. As necessary, counsels with borrowers regarding approved management practices
such as proper use of credit, income and other resources
Analyzes financial and credit data documents to make sound eligibility, feasibility, and credit-worthiness determinations and takes appropriate action for orderly
processing of the loan and/or grant.
Reviews file for completeness and compliance with all prescribed regulations and practices before loan closing; prepares draft loan closing documents for review as appropriate.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For the GS-09: Applicants must have 1 year of specialized experience equivalent to at least the GS- 07; or its non-Federal equivalent that demonstrates experience assisting higher graded specialists with loan making, servicing and underwriting duties such as regularly examining loan applications, supporting documents and credit reports; experience processing loans up to the point of final approval by a specialist with loan approval authority, maintaining servicing activities of somewhat complex loans and/or grants; assisting higher level loan specialists by performing assigned portions of financial credit analysis with more complex loans as a way of acquiring training and competency for more difficult loan examining and servicing assignments.
OR
Masters or equivalent graduate degree in a related field, OR 2 full years of progressively higher level graduate education leading to such a degree, or LLB or J.D., if related
OR
a combination of education as described and specialized experience.
For the GS-11: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrate thorough knowledge and understanding of complex mortgage or business or commercial loan making/servicing and credit principles and practices in order to assess the fundamental soundness of business loans and loans to corporate and/or municipal entities and to independently examine applications and corporate financial documents, and maintain servicing activities on a variety of mortgage and business or commercial loans. Experience may have been gained in work equivalent to analyzing financial information provided by loan applicants, determining eligibility for loans and repayment ability, reviewing and approving applications for businesses or commercial, and/or agricultural bank loans; servicing a loan portfolio of a bank and other loan association: performing financial analysis of commercial concerns for investment purposes; appraising real estate and business property to determine property valuation; or similar work

Ph.D. OR equivalent doctoral degree
OR 3 full years of progressively higher level graduate education leading to such a degree
OR LL.M., if related
OR a combination of education as described and specialized experience.
For the GS 12 : Applicants must have 1 year of specialized experience equivalent to at least the GS 11; or its non Federal equivalent that demonstrates comprehensive knowledge and understanding of commercial financing and credit. Experience may have been gained in such work as reviewing and passing on applications for complex business and/or municipal transactions; servicing a commercial loan portfolio; analyzing financial information provided by loan applicants, determining eligibility for loans, and assessing repayment ability; reviewing and approving applications for agricultural, commercial and bank loans; servicing a commercial loan portfolio of a bank or other loan association; providing financial management guidance to borrowers; ascertaining and analyzing the many and often obscure facts regarding a corporate financial capacity; or evaluating the general economic and financial conditions that affect an risk in granting, guaranteeing or insuring loans.
Education cannot be substituted for experience at the GS 12 level.
Undergraduate and graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
