The incumbent will serve as a Supervisory Accountant organizationally aligned to the Accounting Section, Fiscal Service, VA Northern Indiana Healthcare System (610) Marion, IN - a level 2 complexity VHA facility. The incumbent is responsible for advising, administering, supervising and performing financial accounting work relating to all Accounting, Agent Cashier, and Audit activities.
Duties
The responsibilities of the incumbent include several operating programs that require specialized and individualized accounting policies and treatment. The operating programs include but are not limited to: Medical Care, Construction, Multiyear, General Post Fund, Patient Funds, CPAC, Employee Travel and suspense accounts.
Serves as a technical advisor to the Chief Financial Officer and Assistant Chief Financial Officer. The incumbent is delegated responsibility to establish and implement all current and future projected accounting systems including but not limited to FMS, RSD, VISTA (IFCAP), IFAMS, G-Invoicing, and IPPS.
Incumbent prepares reports for higher-level management including assessment of work procedures, production capabilities and feasibility of changes, analyzes work requirements and determines staff resources and equipment needed to accomplish the work. Provides management officials professional accounting advice and assistance related to the impact of financial transactions on medical center operations. Develops detailed guidance to solve unusual problems encountered in the financial management and accounting operations.
Incumbent must recognize by applying knowledge and understanding of management's goals and financial control functions, when there is a need for investigation and/or recommend solutions as may be in order, according to the incumbent's best professional judgement. The incumbent must assure that statements and reports accurately reflect the financial status of station operations. Incumbent must recognize by applying knowledge of accounting principles, theories, concepts, and practices when there is need for the possibility of improving the accounting system or segments thereof.
The incumbent prepares detailed analysis of the financial reports of appropriated and non-appropriated funds received at the medical center from financial controlled activities, agencies, and other governmental agencies. These analyses point out weaknesses in financial management and operations recommend actions required to change the program or to change management decisions. Prepares visual presentations of the findings for senior management. Coordinates with the service Chief in assisting the preparation of change to programs brought about as the result of analysis. Must have professional and academic knowledge of accounting theory, principles, concepts, cost accounting and auditing standards, methods and techniques. Knowledge of the missions, procedures, and organization of VAMC is essential. Must have knowledge of the financial programs in use in the Veterans Administration which includes Medical Care, Medical Research, Health Services Research, Prosthetics research, Construction Fund, General Post Fund, Supply Fund, Patient Funds, and various unique appropriations.
Receives obligation data; reviews funding documents and reviews obligation plans and performance. Prepares guidance for expired year unliquidated obligation, distributes fund control reports. Prepares, generates, or monitors financial reports. Develops or communicates financial reporting changes, or requirements, to senior management as required. Prepares queries, manipulates or retrieves financial data from various databases.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

This position has an Individual Occupational Requirements (IOR)
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that
(a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
(b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and
(c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Utilize a electronic double-entry method of recording transactions in accounts.
Expertise in electronic accounting information systems - VISTA, FMS, VPFS, IPPS, CCS and CGE Concur.
Exercise superior abilities in the analysis of accounting issues and problems.
Train new and seasoned staff to cover daily operations in anticipation of leave and vacancies.
Provide guidance and assistance to staff to resolve complex problems, interpret guidance or address technical issues.
Provide explanations to leadership regarding operations or findings in specific accounting scenarios.
