Duties

Manages and oversees all aspects of the Arms Control Treaty Compliance programs. Directs and coordinates all support activities during treaty visits and inspections. Develops, coordinates, and executes Base Compliance Plans (BCP) for all international arms control agreements. Develops, directs and executes the Travis AFB arms control training program. Perform functional duties as 60 AMW/CCT Security Manager.

  • Position requires 24/7/365 on-call availability and incumbent is subject to long hours including holidays and weekends.
  • The employee may be required to travel on military and commercial aircraft. Must be physically able to travel by any means or mode of transportation.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Training required for the position: The Treaty on Open Skies Orientation Course, DTRA, attend first available course then every five years; The New ST ART Orientation Couse, DTRA, attend first available course then every five years;
  • Chemical Weapons Convention Orientation Course, DTRA, attend first available course then every five years; Arms Control Special Course, DTRA, recommended;
  • Treaty Compliance Officer's Familiarization Course, AF/A 10-S, plan to attend first available course; Security Managers Training, 60 AMW/IP, annual training requirement; CWC 10 I, plan to attend first available course;
  • AMC Arms Control Workshop, annual training requirement; HAF New START/Open Skies Conference, annual training requirement
  • Leave accrual may be authorized upon request

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: (1) extensive in depth knowledge of arms control agreements and Presidential Initiatives sufficient to direct planning for implementation of these agreements and their execution; (2) in-depth knowledge of theory and practice of reciprocity in international relations and arms control implementation efforts as related to inspections. Requires previous participation in treaty inspections and previous authoring of arms control compliance; (3) knowledge of US Government national positions on treaty requirements and rights and obligations of inspectors performing duties in accordance with these agreements; (4) extensive knowledge of the New START Treaty, mission duration, permissions and limitations as Travis AFB serves as one of two Points-of-Entry/Exit for the treaty; (5) knowledge of Wing-wide military and civilian activities sufficient to analyze impact of Air Force treaty compliance efforts to daily operations and infrastructure. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive in-depth knowledge of Anns Control agreements sufficient to direct the planning for implementation of these agreements and the execution of treaty goals and objectives. 2. Knowledge of US national positions on treaty requirements and rights of inspectors performing duties in accordance with these agreements. Knowledge of mission, policies and instructions of AMC/A3N, USAF/AIO-S and Defense Threat Reduction Agency concerning inspection provisions of Anns Control agreements sufficient to ensure successful inspections. 3. Knowledge of aircraft maintenance and base support activities sufficient to ensure adequate support for US and foreign Anns Control aircraft including lodging, dining, transportation and security to ensure inspection procedures that meet US regulatory requirements. 4. Knowledge of military and civilian personnel actions to include policy and procedures that affect supervised personnel. 5. Skill in planning, organizing, directing, implementing and evaluating treaty compliance protocols. Skills in using a personal computer in order to maintain arms control databases, manipulate data and generate spreadsheets or reports. 6. Ability to make instant decisions and select a course of action during high stress inspection protocols that directly reflect on the installation and the US Government. Ability to communicate effectively in order to prepare and present briefings to international inspection personnel and wing leadership. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
