This position is open to all current employees of Bureau of International Labor Affairs (ILAB) with competitive status. OCFT is responsible for developing policy, researching, investigating, and reporting on international child labor, trafficking in persons, and forced labor and to support efforts to eradicate exploitative child labor worldwide. This position is inside the bargaining unit. Additional selections may be made from this announcement.

Duties

Develops and evaluates authoritative analysis of Office issues and initiatives through study and monitoring of relevant legislation, bills, and proposed legislation regarding existing policy and standards, pertinent ILO and other international organizations standards and decisions, overseas developments, reports, cables, and other relevant documents, books, and articles, as well as discussions with foreign and U.S. officials, academic experts, trade union leaders, human rights and other non-governmental representatives, and business representatives. Reviews and analyzes current and/or projected technical assistance/cooperation needs and priorities of assigned countries or regions, identifies opportunities that may predicate DOL assistance, and participates as lead person in the development and implementation of technical assistance/cooperation programs. Formulates policy and program recommendations including coordinating and developing official positions on assigned program including developing budget requirements, preparing papers and briefing materials, and collaborating with other agencies, foreign counterparts, and others to ensure policies and programs respond to DOL and U.S. priorities and interests. Participates in and oversees the planning, development, and evaluation of technical assistance/cooperation initiatives; oversees and coordinates ILAB's contracts, grants, and cooperative agreements for technical assistance projects; and provides a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness and/or projects or systems. Prepares relevant reports, papers, talking points, briefing books, memos, letters, proposals, and background papers, including Congressionally-mandated reports for the Secretary, Deputy Secretary, Deputy Under Secretary, and others as directed.

Qualifications

You must meet the Basic Requirements listed in the "Education Requirements" section and the "Specialized Experience" to qualify for International Relations Officer, as described below. Basic Requirements: Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education. OR Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. In addition to the basic requirements of this position, applicants must also possess 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13 or equivalent in the Federal Service or private sector. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-14 includes: researching or working on business and human rights issues; forced labor or child labor in supply chains; social compliance systems or tracing of supply chains.
