You will serve as an IT SPECIALIST (NETWORK) in the Hampton Roads, VA of NAVY SYSTEMS MANAGEMENT ACTIVITY This position is in the excepted service and does not confer competitive status.

Duties

You will perform advanced remote diagnostics and penetration tests on network systems to identify potential vulnerabilities and ensure the robustness of hardware and software configurations. You will conduct comprehensive evaluations of network software, hardware, throughput capacities, and communication links, and implement advanced security protocols. You will continuously monitor and optimize the performance across various platforms, including desktop, mobile, and virtualized environments, ensuring a seamless user experience. You will strategize and articulate long-term visionary plans, objectives, and technological roadmaps for evolving communication infrastructures and initiatives. You will author and maintain detailed technical documentation, user manuals, and system protocols for newly implemented systems, ensuring best practices and operational clarity. You will formulate and present compelling proposals for new, revised, or overhauled program initiatives, encompassing in-depth resource allocations, program frameworks, and nuanced requirements. You will lead and oversee network-centric projects, ensuring alignment with business objectives, efficient resource utilization, and timely delivery. You will collaborate with cross-functional teams, stakeholders, and external vendors, ensuring clear communication and alignment on project milestones and deliverables. You will monitor all vendor contracts, from inception to conclusion, guaranteeing alignment with organizational standards, performance benchmarks, and compliance mandates. You will engage in direct negotiations and collaborations with vendors and third-party providers, fostering strategic partnerships while ensuring organizational interests are optimally served.

Qualifications

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector specialized experience includes duties relating to the following: 1) Conducting remote computer network security checks to determine vulnerabilities of network hardware and software 2) Evaluating network software, hardware, performance capacity, communication links, and secure methodologies 3) Assessing performance, monitor desktop, mobile, and virtual applications and environments 4) Developing detailed long-range plans, goals, and objectives for communications technology development programs 5) Drafting written procedures and manuals on newly developed systems 6) Presenting proposals for new/revised/modified program initiatives to include resource needs, program outlines and detailed requirements.
