The primary purpose of this position is to serve as a Command Staff Specialist, in the Command Section of an Air Force Reserve Wing. The position is responsible for administering and directing the wing's executive support functions and insuring that day-to-day operations comply with the policies of the Wing Commander and/or Senior ART.

Duties

DUTY 1: Serves as the executive advisor on programs and initiatives within the wing. DUTY 2: Principal manager for a variety of staff duties relating to the management of the wing. DUTY 3: Conducts and strategizes staff meetings as directed. DUTY 4: Manages wing resources for executive support, services and activities. DUTY 5: Responsible for wing staff agency inspection compliance.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes monitoring the effectiveness and status of wing programs and activities by reviewing program status documents; internal metrics and/or productivity reports, management indicators, inspections and staff assistance. Also, monitors audit reports from visual observations and personal contacts with the wing staff and operating personnel. Oversees and may direct inspection and compliance activities. Consults with wing staff, reviews and analyzes problems, policies, issues, and requirements relevant to issues that have been surfaced by operating officials or personally identified. Provides guidance and assistance and focuses efforts to promote mission accomplishment. Recommends methods to optimize use and distribution of resources to achieve performance goals and objectives while maximizing efficiency and effectiveness. Prepares instructions, memos and directives consistent with the supervisor's policy; outlining new processes, procedures and/or corrective actions to improve work quality and performance. Manages preparation, coordination, and timely submission of correspondence, reports, and projects and other materials. Evaluates program effectiveness and provides data required to support current or future plans and operations. Identifies the need for studies, establishes parameters, and determines if a particular study will require a working group(s). Obtains necessary background information, materials, and data to insure complete coverage of issues. Follows-up on open action items and issues to be taken by others and advises supervisor on all information. Represents the senior ART at meetings and conferences involving agency plans, interpretation of policies, special events and projects. Participates in discussions, meetings, panels or committees communicating the interests of the wing. Interfaces with high-ranking military officers and civilians in regard to local activities or projects, such as DV visits, special events, staff visits and/or project planning. Conducts management studies, inquiries, and surveys to determine support requirements and to measure the effectiveness of existing structures in meeting objectives. Develops a resource plan for executive support including budget, equipment, computers, supplies and required services. Coordinates with Inspector General for inspection activities associated with wing staff agencies. Keeps Wing Commander advised of awards, decorations, citations, honors, and leave of key personnel. Drafts and finalizes a variety of correspondence and other documentation such as: formal letters, position papers, reports, studies, briefings, charts and bullet background papers. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the overall mission, functions, operations, and the organization. Knowledge of a variety of principles and processes applicable to the work operations of a military wing or equivalent. 2. Knowledge of analytical, evaluative, planning and investigative processes, techniques and methods as applied to issues or studies involving administrative or support functions. 3. Knowledge of the laws, regulations, policies and precedents applicable to wing programs and related support resources or equivalent. 4. Knowledge of safety and security regulations, practices, and procedures. 5. Ability to communicate effectively both orally and in writing. 6. Ability to plan, organize work, and manage multiple taskings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
