The primary purpose of this position is to manage, lead, and oversee for the organizations Operational Risk Management (ORM) program, responsible for development and implementation of a comprehensive safety and risk management programs in support of 724th STG units during the planning and execution of ST. Duties

DUTY 1 - Plans, directs, coordinates, and evaluates activities necessary to the overall management of a diverse occupational and weapons safety program. DUTY 2 - Serves as technical advisor to commanders, staff directorates, and supervisors concerning a wide range of tactical safety and risk management programs. DUTY 3 - Plans, directs and conducts investigations and analyzes of mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings and proposed recommendations DUTY 4 - Reviews and develops explosives site plans (utilizing manual and automated techniques).

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Employee is required to carry and monitor a pager while on or off duty and respond as directed. This may include reporting for duty during other than normal duty hours.
  • Based on operational necessity, the work frequently requires temporary duty (TDY) travel at various CONUS and OCONUS locations, possibly for extended periods of time in remote, hostile and/or isolated environments

  • Position is emergency-essential (E-E). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of annual boosters to immunize against anthrax and other diseases.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Specialized Experience: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. OR Certificates: Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include Comprehensive knowledge of U.S. intelligence community organizations that produce finished intelligence information, briefings, and other documents, and be able to access on-line information posted by these organizations. Knowledge of ST intelligence, advance operations, procedures, techniques, technology, tactics, systems, equipment and methods to include advance force safety and protection, mission planning, command and control, close target reconnaissance, surveillance, small unit tactics, alternate insertion/extraction training, tactical vehicle operations, vehicle acquisition, advanced communication, air traffic control, navigational aids, laser, and radar beacons, fire support, NBC, personnel recovery, battlefield trauma and weather reporting. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of basic engineering standards, methods, practices, techniques, materials, and equipment; ability to lead studies affecting broad areas of future operations, techniques, and procedures; understand advanced principles and techniques of parachuting and diving; to assess emerging capabilities, conduct mishap investigations in sensitive environments, perform reports for higher headquarters and to determine compliance with regulations and standards. 2. Knowledge of established parachuting /diving safety, munitions demolition and weapons safety as well as occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation NBC/laser/parachuting/diving/explosives/weapons safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of occupational safety and health risks. 3. Requires knowledge of USAJFKSWCS, USASOC and XVIII Airborne Corps directives and procedures for operating and maintaining tactical training facilities. Position requires basic knowledge of AR 350-2, Military Free-Fall Training, and experience in military free-fall operations and life support. 4. Knowledge of complex safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation occupational safety program; the requirements, methods, and techniques of accident/mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of safety and occupational health risks. 5. Knowledge of established weapons and explosives safety principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation weapons and explosives safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of weapons and explosives safety risks. 6. Knowledge of established to parachuting, mountaineering, maritime, weapons, explosive, and any other applicable SOF training and operations, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation parachuting, mountaineering, maritime, weapons, explosive safety programs. 7. Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions. 8. Skill in analyzing and evaluating hazardous conditions; preparing reports and recommendations and addressing risk assessment methods and techniques for safety code compliance to conduct mishap investigations.

CONDITION OF EMPLOYMENT CONTINUED:
Employee must meet all position certification requirements to include pre-employment psychological screening and polygraph testing as the work may require the employee to conduct freefall and/or static line parachuting, perform underwater operations, utilize alternate insertion/extraction methods, handle weapons/explosives, and drive motor vehicles and/or water craft in support of diverse mission, training, exercise, test, and maintenance requirements. An appropriate, valid driver's license is required for the position and the employee must possess or be able to obtain and maintain a FAA Class III flight physical if the commander so requires.
