Serves as an Emergency Management Specialist supporting the National and Natural Disaster Emergency Management Programs for the New York District. Duties
Support the National and Natural Disaster Emergency Management Programs for the New York District.
Evaluate state and local emergency agency policies, plans and procedures.
Prepare various monthly, quarterly, and annual reports including those submitted to higher headquarters.
Represent the organization on committees and at conferences to evaluate and formulate District emergency management policies.
Determine support requirements and services to be provided by the organization in the execution of mission requirements.
Ensure implementation of emergency management policies and procedures in accordance with applicable regulations and pertinent public laws.
Participate in Emergency Operations Center (EOC) operations for both National and Natural Emergency Preparedness activities.
New York District's Emergency Response Team Liaison to the Federal Emergency Management Agency for New York district wide emergencies.
Organize and conduct training sessions as required, including dissemination of information on emergency procedures, and practices.
Plan and coordinate the development of preparedness/operational programs.
Write new and/or updates existing District emergency preparedness plans and documents.
During emergencies, monitor daily information and data and prepare situation reports (SITREPS)
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has been designated "Mission Essential".
- In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- Must possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Applicants can be selected at either the GS-09 or GS-11 grades. The target grade of this position is GS-11.
If selected at the GS-09 level, as the selected employee develops the skills and knowledge through On-the-Job training, the employee may be non-competitively promoted to the full performance level of GS-11. Employee must meet all the requirements/qualifications, and be recommended by the supervisor, for the specific grade level at the time of promotion.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience GS-09: One year of specialized experience which includes meeting two of the following: (1) supporting emergency management programs; (2) working under close supervision to maintain emergency preparedness or participate in emergency response; (3) tracking the operational readiness of personnel and equipment; and/or (4) ensuring operational compliance with regulations or standards. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Emergency Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience GS-11: One year of specialized experience which includes meeting all of the following (1) supporting emergency management programs; (2) working independently to maintain emergency preparedness or participate in emergency response; and (3) coordinating training requirements and/or resources for emergency personnel. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Emergency Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
