You will serve as the Park Manager (Superintendent) for Cesar E. Chavez National Monument in Keene, CA at La Paz. La Paz has served since 1971 as the headquarters of the United Farm Workers of America, and as the home and office of Cesar Estrada Chavez, the charismatic leader of the farmworker movement.

Duties
Some of the duties you will perform include, but are not limited to:
Direct and supervise the full range of planning, organizing, development, control, and evaluation of operations and management programs for the park. Identify problems and issues, develop issue-oriented objectives, apply and interpret Service and park mandates and policies, incorporate Service objectives, explore and formulate alternative solutions, negotiate conflicts and develop effective agreements.
Provide strategic leadership to park and partners and sets forth an organizational vision that allows the park to uphold its mandate and objectives in a complex and continuously changing environment.
Supervise subordinate program managers, guiding the direction of their efforts, setting priorities, allocating resources and ensuring an effective and efficient organization.
Provide broad management and oversight in programmatic areas such as interpretation, visitor services, facility management, preservation maintenance, budget, safety, cultural resources management, compliance, and special park uses to ensure the long-term preservation and enjoyment of park resources.
Build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, to achieve common goals.
Represent the National Park Service and the park in primary communications. Set the tone and expectation for the quality and responsiveness of communications with members of Congress, appropriate Federal, state, and regional and local officials, native organizations, public and private organizations, and the general public.
Plan and execute a comprehensive fiscal program to support park operations and resource protection utilizing base, project, fee and donated funds.
Work in close consultation with the National Chavez Center, the Cesar E. Chavez Foundation, and others in planning for and providing interpretation and visitor services for the monument. Set the direction and standards for the Interpretation and Visitor Services Program which includes a visitor center, interpretive programs, school programs, annual special events and work with cultural practitioners.
Cesar E. Chavez National Monument was established via Presidential Proclamation 8884 on October 8, 2012. The Monument commemorates one of the most significant civil rights stories in our nation's history and shares this story with the entire nation. The National Park Service (NPS) manages 1.9 acres in fee and 8.6 acres under a conservation easement and collaborates with the National Chavez Center in interpreting the 105-acre National Historic Landmark district. Physical Demands: This is an executive level position with no unusual physical demands. However, extended workdays and occasional evening and weekend contacts are inherent. The work is normally sedentary, but occasionally requires work under difficult and stressful conditions demanding physical stamina, emotional stability, and knowledgeable responses. Occasional travel is required.
Working Conditions: Work is generally performed in an office setting in the park with visits to the other sites associated with the park on a frequent basis. Most work is carried out in an office environment. Inspection of work sites and park resources may involve traversing on level, sloped, or uneven ground, with some stair or ladder-climbing.
Qualifications
All qualifications must be met by 11:59 PM EST when the 'applicant cut-off' is reached (which may be sooner than 09/05/2023).
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-13 grade level, you must possess the following minimum qualification:
At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes: 1) providing leadership and direction for the strategic planning, management, and operation of function and activities on public lands (typically at the divisional level), 2) managing a work group and making key operational decisions regarding budget, personnel, and program execution; and 3) describing effective and timely decisions regarding significant or controversial issues. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
