The Supervisory Facility Operations Manager is responsible for supervising the maintenance, repair, operations, and in-house projects programs in the Engineering Service at the Salem, VA. DVA Medical Center.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties include, but are not limited to: Implementation and management of an effective utility operation, maintenance and repair program of all buildings, personal property and building service equipment at the VA Medical Center. Plans, direct, schedule, and supervise work by the Plumbing Shop, Electric Shop, Mechanical/HVAC shop, Carpentry/Locksmith Shop, Boiler Plant Shop, In-house Projects Shop, and the work completed by contractors. Ensures equity of standards and rating between teams, evaluates shop supervisors, recommends selection for subordinates, and shop supervisors. Directs a major program with significant resources, resolves problems with shop supervisors and with contractors. Provides administrative management within the mentioned departments including developing and approving operational budgets, in addition to providing human resources management and oversight of federal, state and compliance related policies that directly impact the agency's accomplishments. Development of annual service contracts to maintain equipment not maintained by the engineering shops. Reviews construction project drawings and scopes prepared by the facility Project section. In charge of a comprehensive Preventative Maintenance/Electrical Safety support program designed to ensure the safety and operational reliability of all real property, i.e., the electrical power distribution system, utilities for life support, communication systems, support systems and equipment, electrical/electro-mechanical/electronic systems and equipment, and medical systems. Assures the continuous operation of services which include Utilities Management and the Medical Center water distribution system that includes an extensive potable water main system, fire suppression system, chlorination, water softeners, chemical treatment system, and filters. Reviews with the energy manager all utility bills, addresses, discrepancies, and proposes short term and long-range plans for costs reduction. Qualifications

To qualify for this position, you must have at least one (1) full year specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties this position? Examples of qualifying specialized experience includes: (1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; (2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; (3) Performing maintenance or construction support work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. At this level, experience obtained should have included responsibilities and work related to the planning, directing, or coordinating of maintenance, operations and functionalities of facilities, grounds and mechanical equipment and managing budgets. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Equipment Assembly, Installation, RepairLeadershipTechnical Practices IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements/Working Conditions: The work requires some physical exertion such as long periods of standing, walking over rough or uneven surfaces, recurring bending, and stooping, stretching, reaching or similar activities. This position requires the physical ability to work in areas where routine lifting of heavy objects of 50lbs or more, climbing tall ladders, kneeling, pushing, pulling, stooping, crouching, crawling in limited space, and other physical efforts or stresses may occur. This position must utilize specific personal protective equipment such as respirator, dust masks, ear protection, eye protection, and radiation protection. This position is enrolled in the asbestos and lead hazard monitoring programs, which require annual physical exams as well as competency training. This position works in an office that is adequately heated, ventilated and lighted; however they may be exposed to hazards common to the contraction traces, such as dust, noise and unpleasant odors. This position frequently visits, surveys, or escorts necessary staff to work areas outside the office in the performance of duties. This position frequently visits work areas, plant areas, construction areas, and shop areas as required performing their administrative duties. This position completes inspections, briefings, meeting, discussions, and comprehensive evaluations as necessary for quantitative assessment purpose in various environments. These environments include areas of high and low temperatures, high humidity and high noise. The working environments also include high-pressure gas storage and utilizations area, flammable storage areas, confined space areas, high voltage areas, great heights under extreme weather conditions. Some areas will require personal protective equipment to be worn.
