This position is located at the John L. McClellan Memorial Veterans' Hospital in Little Rock, AR. The Budget Technician assist in the gathering and monitoring of obligations and expenditures through the application of conventional practices to support operations of the Environmental Management Service (EMS).

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties may include, but are not limited to the following: Performs all tasks in support of the budget process. Gathers, reviews, verifies, and consolidates statistical data and narrative information for progress reports, financial analysis, briefings, and other budget and accounting report requirements. Assists budget analysts by consolidating and compiling budgetary data. Calculates labor and personnel costs and supply costs. Reviews adequacy of data submitted and prepares worksheets to assist in construction of budget documents required by higher headquarters. Prepares various budgetary documents to facilitate formulation and analysis of budget execution. Prepares budget/accounting work papers in preparation for budget analyses of actual expenses versus budgets and for use in briefings to staff managers and higher headquarters elements. Maintains cost-codes and posts expenditures to appropriate account on basis of travel vouchers, timesheets, and material charges. Checks for closed accounts with unobligated balances. Compares cost record with the budget to note discrepancies. Prepares/analyzes various orders and/or purchase requests for recurring and special requirements. Prepares month-end financial documents for review. Prepares required documentations to resolve discrepancies in accounting records. Prepares correspondence of a routine and non-technical nature based on oral instructions, knowledge of the budget process, brief notes, or information which is available in office records. Performs other related duties as assigned. TO QUALIFY FOR THIS POSITION AT THE GS-05 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-4) in Federal Service that has equipped me with the knowledge, skills and abilities necessary to perform the duties of a Financial Accounts Technician GS-5. Specialized experience includes: gathering, reviewing, and consolidating statistical data and information for reports and financial analysis; preparing orders and purchase requests; maintaining expenditures and operating word processing software to produce a variety of documents. NOTE: Experience must be fully documented on your resume and must include job title; duties; month and year start/end dates AND hours worked per week. -OR- EDUCATION: Have successfully completed four (4) years above high school in any field which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained at an accredited business, secretarial or technical school, junior college, college or university NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. -OR- COMBINATION: Have an equivalent combination of successfully completed post-high school education and specialized experience, as described above, which meet the total qualification requirements for this grade level. For the GS-05 only the semester hours in excess of the first 60 semester hours can be used in place of experience. NOTE: Your experience must be documented in your resume and transcripts are required. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Administration and ManagementDatabase AdministrationFinancial Management IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
