The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout the Department of Homeland Security (DHS). In our dynamic environment, the OIG conducts investigations, audits, evaluations, and inspections to enhance program effectiveness and efficiency and to detect and prevent waste, fraud, and mismanagement in DHS programs and operations.

Duties

This position is located in the Department of Homeland Security (DHS), Office of Inspector General (OIG), Office of Audits. The OIG conducts and supervises independent audits, investigations, and inspections of the programs and operations of DHS, and recommends ways for DHS to carry out its responsibilities in the most effective, efficient, and economical manner possible. The OIG also seeks to deter, identify, and address fraud, abuse, mismanagement, and waste of taxpayer funds invested in Homeland Security. The Office of Audits oversees financial and performance audits, as well as attestation engagements. These audits cover multiple functional and program areas, such as financial statements, cyber security, acquisitions, grants, critical infrastructure, disasters, law enforcement and terrorism, immigration, and transportation security. Auditors examine DHS programs or activities in a formalized, detailed, and in-depth way. Duties and assignments may involve new or controversial issues, shaping major programs, compliance with new legislation, or facilitating the resolution of long-standing problem areas of vital importance to DHS. Typical assignments include: Performs audits or major audit segments that are of a complex, highly sensitive and investigative nature involving varied aspects of financial and program operations related to DHS programs, functions, and operations. Develops new approaches where no precedents exist and/or develops creative solutions to controversial problems. Assures that work papers are prepared in accordance with OIG audit procedures and Government Accountability Office (GAO)'s Yellow Book Standards. Prepares various types of reports, briefings, and testimony that cover all major audits for DHS programs. Researches and prepares proposals for various types of audits that cover major DHS programs.

Qualifications

In addition to meeting basic requirements above applicants must also meet the Minimum Qualifications indicated below for each grade level: You must meet all qualification requirements by the closing date of this vacancy announcement. If you are a current federal employee, you must meet all time-in-grade and time-after competitive appointment qualifications by the closing date of this vacancy announcement. To make an accurate determination, you will need to include on your resume your federal position title, pay plan, occupational series, grade level, agency, dates for which you held the grade level (stated as MM/YYYY to MM/YYYY, OR MM/YYYY to PRESENT), and total hours worked per week. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). In addition to meeting basic requirements above applicants must also meet the Minimum Qualifications indicated below for each grade level:GS-07: You qualify for the GS-07 grade level if you have at least one year of specialized experience equivalent to the GS-05 grade level in the Federal service. Specialized experience at this level includes: Researching and analyzing information from a variety of sources such as, programs, case studies, and/or policies to draw conclusions and write reports; AND Writing informational reports that reflect statements of fact rather than opinion. OR 1 year of graduate level education or superior academic achievement GS-09: You qualify for the GS-09 grade level if you have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service. Specialized experience at this level includes: Researching and analyzing information from a variety of sources such as, programs, case studies, and/or policies to draw conclusions and write reports; Writing informational reports that reflect statements of fact rather than opinion; AND Giving informal briefings in a business setting. OR A master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related OR a combination of the above-defined education and experience which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position successfully perform the duties of the position successfully. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The qualification requirements listed above must be met by the closing date 09/01/2023of this announcement. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Education

Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

OR

Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
  • A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
