The position is located in the Department of Veterans Affairs (VA), Office of Procurement, Acquisition, and Logistics (OPAL), Technology Acquisition Center (TAC). The mission is to enable customers to provide best value information technology contract solutions to Veterans and their Families. The office is responsible for directing department-wide acquisition, contracting, and contract administration.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023. You may qualify based on your education and experience as described below. A transcript must be submitted with your application. Transcripts must show the name of the college to determine accreditation. The applicant's name must be on the transcripts. For positions requiring a degree, the transcript must show date the degree was conferred. OPM Individual Occupational Requirements - Contracting Series - 1102 Basic Requirements for the GS-12:A 4-year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. -AND- Specialized Experience for the GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized Experience is defined as utilizing business strategies to perform analyses of procurement performance metrics; using analytical, qualitative, and quantitative techniques and methods to evaluate contract files for completeness and accuracy; conducting internal compliance audits/reviews and handling complex acquisition issues; using the Electronic Contract Management System (eCMS) or similar contract writing tool/system software; coordinating with customers, technical representatives, contracting personnel, external auditors, financial staff, etc. regarding staff compliance with organizational contracting guidance that relates to the complete contracting process. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. There is no educational substitution for the GS-12 level. Basic Requirements for GS-13: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. -AND- Specialized Experience for the GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as performing detailed analyses of procurement performance metrics and management issues; reviewing and analyzing complex and sensitive acquisitions issues and procurement policy; conducting internal compliance audits/reviews; reviewing services, projects, or programs for contracting actions; evaluating recurring contracting problems or procurement issues; and evaluating market research data, and past performance information to develop policies, procedures, guidance and recommendations for senior leadership. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver. There is no educational substitution for the GS-13 level. Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties. To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
