About the position: This position will be assigned to the Davis-Monthan AFB, Community Center.
This is a Regular Full Time position. Full time positions are guaranteed 35 but may work up to 40 hours per week and are entitled to benefits such as health, life insurance, 401k, and retirement.
Must be able to work other than normal duty hours which may include evenings, weekends, and/or holidays.
Duties
Plan, organize, and direct the activities of an installation community center providing a broad range of program activities and services emphasizing core programs (personal and professional development; family and life skills; performing arts; recreation and leisure) designed to respond to the interrelated needs and interest of the community. Monitors programs to ensure sound application of business management practices and principles. Balances difficult workload and provides program direction and vision to subordinates on a wide range of food, beverage, entertainment, and administrative issues.
Reviews organization mission, functions, and manning to identify requirements and initiate requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Coordinates setup and supervision of all center events/programs. Prepares and monitors operating budget to ensure compliance to include appropriated fund (APF) and nonapproriated fund (NAF) funding/spending guidelines. Reviews and analyzes reports, audits, and other inspections to ensure, when needed, appropriate actions are taken using applicable controls, corrective, and preventive measures. Continually assesses policies and procedures to improve quality, timeliness, and efficiency of operations. Implements and maintains effective internal control system to monitor and prevent loss, misuse, or damage to property, furniture, fixtures and equipment, and supplies. Maintains high standards of facility maintenance, sanitation/housekeeping, fire, safety, and security. This includes the appropriate training and identification as Facility Manager outlined by the base Civil Engineer squadron.
Initiates and analyzes market surveys to determine programming, community events, activity needs, interest assessments, and customer satisfaction with services. Evaluates programs and services to determine ways to improve current or introduce new programs, procedures, and activities to meet customer demands.
Plans work performed by subordinates and sets/adjusts short and long-term priorities. Structures assignments and reviews work of subordinates based on priorities and deadlines, selective consideration of the difficulty and requirements of assignments,and the capabilities of employees. Assures that mission and accuracy requirements are met; selects employees, hears, and resolves grievances and complaints, initiates, and advocates appropriate corrective and/or adverse actions based on performance or conduct. Schedules and grants leave. Identifies training needs and develops/implements training plans. Qualifying Experience:
Three (3) years of progressively responsible administrative, professional, technical, or other work which provide a general knowledge of management principles and practices, or progressively responsible experience in one or more of the functions managed by a community center manager.
Specialized experience: Possess related work experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Such experience may have been gained in the operation or management of a facility/business. Work experience must be equivalent in complexity, difficulty, and responsibility to the next lower pay band level.

Possess 1-year related work experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Such experience may have been gained in the operation or management of a facility/business. Work experience must be equivalent in complexity, difficulty, and responsibility to the next lower pay band level.
--OR--
Education: At least 3 full years of progressively higher-level graduate education leading to a degree in business management, or a closely related field such as administration, accounting, finance, or marketing. Such education must demonstrate the knowledge, skills, and abilities necessary to successfully perform the duties of the position.
--OR--a combination of education and experience.
In addition, possess strong organization and planning skills. Ability to communicate effectively orally and in writing.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements.
