The Administrative Services Manager position will be part of the administrative leadership team within the Surgery Service at the VA Puget Sound in Seattle, WA.

Duties

Major duties may include but are not limited to: You will evaluate and monitor administrative activities for the specialty section and makes recommendations for improvements including the effective use of administrative staff, assisting the managers and supervisors and keeping them informed of organizational updates and/or program changes impacting their program. You will identify metrics appropriate to the section by pulling data, validating it's accuracy, analyzing findings and making recommendations to the Administrative Officer based on his/her analysis. You will complete all personnel documentation for the assigned section and ensures that all human resource actions are completed in accordance with policy. You will manage the flow of documents required for the credentialing and privileging of the staff in their section. You will develop and/or update position descriptions and functional statements for the section's staff and tracking authorized positions and proposed updates to the section's organization chart. You will be responsible for the day-to-day management, oversight and reporting of fund control points for the assigned surgical sections. You will serve as the Contracting Officer's Technical Representative (COTR), for contract(s) within the assigned surgical section. You will coordinate the acquisition of supplies and equipment for the assigned section and the equipment inventory of all property assigned to the sections including the completion the equipment inventory list, preparation of equipment turn-ins, accounting for lost equipment and notifying the Administrative Officer of any future equipment needs. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience (equivalent to at least the GS-09 level or pay band in the Federal service) that includes performing the following duties: managing the day-to-day administrative operations of a healthcare clinic; analyzing the effectiveness and efficiency of healthcare delivery system(s); ensuring regulatory and accrediting standards are met; managing personnel, space, and budgetary resources of the clinic; make recommendations for improvement, prepare and submit personnel, budget, and compensation panel action; and supervise, evaluate, and plan work for clerical staff. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related (TRANSCRIPTS REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have some specialized experience as described in A but less than one year, and I have more than two years, but less than three years of graduate education as described in B. I have computed the percentage of these requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) (TRANSCRIPTS REQUIRED) You will be rated on the following Competencies for this position: AccountabilityAdministration and ManagementLeadershipOral Communication Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary and performed in a typical office setting. Some slight physical effort may be required.
