About the Position: Serves as a Public Utilities Specialist for Public Works Engineering Division. Provide assistance with GFEBS and financial support to ESD Division Utilities Branch. Assist with multi-year planning, budgeting, execution tracking, reporting, and recommending corrective actions. Review all sales contracts annually; verify all usage, cost estimates, and charges. Check, record, and compile meter readings; read meters as required.

Duties

Review, and certify, and record quantities and charges of monthly utility bills submitted by suppliers. Verify meter readings. Review basis for demand charges, excess consumption charges, and other billing characteristics. Coordinate directly with Directorate of Public Works (DPW) personnel, Mission Installation Contracting Command (MICC), Defense Finance and Accounting Service (DFAS), tenants, and customers. Determine appropriate rate category for government and non-appropriated fund (NAF) activities and commercial customers.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position require the incumbent to possess and maintain a valid state Driver's License.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
  • This position requires incumbent to perform meter readings in unpleasant weather conditions and requires considerable walking, stooping, bending, and climbing.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situation incumbent is required to report to work or remain at work as scheduled to support mission operations.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Utilities Management, Public Administration, or Financial Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience for the GS-11: One year of specialized experience which includes experience with utilities (electric, gas, water, communications) such as assisting with researching, interpreting, and complying with contractual requirements, delivering services for a regulated utility organization, performing technical analyses to support contract negotiations, developing utility rates in order to make budgets and related consumption and cost projections. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Utilities Management, Public Administration, or Financial Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12.
