This position is located at the Roseburg VA Medical Center in southern Oregon, where food service is provided to various buildings throughout the campus. These include: Transitional Care Unit, Protected Care Unit, Acute Psychiatric Unit, Substance Abuse Residential Rehabilitative Treatment building and Acute Care. The Motor Vehicle Operator position combines the duties of food preparation and transport.

Duties

Major duties include but are not limited to: This staff member is employed in the Nutrition & Food Service Department. This position combines the duties of a Motor Vehicle Operator with those of a Food Service Worker. In addition to performing the tasks of delivering food to various locations throughout campus, this position also performs various food production and cleaning tasks. The incumbent works under the direction of the Food Service Worker Supervisors. Major duties include but are not limited to: Motor Vehicle Operator: This staff member is employed in the Nutrition & Food Service Department. This position combines the duties of a Motor Vehicle Operator with those of a Food Service Worker. In addition to performing the tasks of delivering food to various locations throughout campus, this position also performs various food production and cleaning tasks. The incumbent works under the direction of the Food Service Worker Supervisors. The Motor Vehicle Operator is responsible for performing maintenance, such as checking fluid levels and air pressure in tires, re-fueling and cleaning of the vehicle. A two-way radio to may be utilized to receive and transmit messages. The incumbent is also responsible for completing and maintaining competencies on the use/maintenance of the vehicle and lift gate. Food Service Worker The incumbent is expected to do tasks with many steps or a sequence of tasks in the food production and food service areas. These include preparation and portioning of foods, mixing liquids to prescribed thickness, following restricted diet guidelines in the assembly of meals and nourishments, tray delivery, supplying and rotating stock, dishwashing and general cleaning. Although established procedures are followed, continuous attention is required in the application of diet restrictions, proper food handling techniques, use of chemicals and the safe operation of food service equipment. The Food Service Worker prepares uncooked items such as sandwiches, salads, spreads and salad dressings. Beverages are also prepared according to diet guidelines for therapeutic consistency. In addition, this position provides assistance to cooks by weighing, measuring and assembling ingredients according to standardized recipes. The incumbent places correct food items on hospital trays by accurately reading menus and diet cards within allotted time frames. This position is responsible for the assembly and disassembly of tray line serving stations, including preparation of equipment for hot and cold items and sanitizing of surfaces when meal service is completed. Provides assistance to cooks in food preparation area by weighing, measuring and assembling ingredients according to standardized recipes. The Food Service worker also interacts with Veterans, delivering foods to inpatient wards and directly into patient rooms. Timely service is required to maintain food quality and temperature. The incumbent observes food safety, sanitation, and HIPPA guidelines when transporting food items. This employee properly identifies patients utilizing 2 identifiers prior to distributing trays. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2023. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The ability to do the work of a Motor Vehicle Operator/Food Service Worker without more than normal supervision. Examples includes Screen Out Element: Knowledge of the proper operation of the vehicle and lift gate. In addition, they must have the ability to manipulate the controls for starting, stopping, backing and driving the vehicle. Knowledge of vehicle dimensions and traffic regulations are required to operate the vehicle safely. The position requires knowledge and skill to properly load, arrange and secure carts to prevent damage to the carts or their contents. The incumbent must be able to read and understand installation maps, operator's manual for their assigned vehicle and lift gate, as well as facility policies. The Motor Vehicle Operator is required to apply this information in various driving situations. This position must have the knowledge and ability to conduct vehicle inspections and identify developing maintenance issues, communicating vehicle issues promptly to the supervisor. Skill to organize assignments into logical sequence, execute tasks accurately and efficiently and meet strict meal schedules. They must have knowledge of food terminology, measurements and serving information in standardized recipes for regular or modified menus. They have a thorough understanding of proper food service procedures and the skill to train lower grade employees in these procedures. knowledge of food safety and sanitation and the ability to apply these principles when preparing, storing and delivering food. They adhere to FDA food code and other policies and procedures to prevent food borne illness or transmission of disease. An understanding of the appropriate foods to serve for therapeutic diets (for example calorie, carbohydrate, fat or sodium controlled, texture modified, dysphagia or thickened liquids) and be able to identify discrepancies between prescribed diets and the printed menus. Physical Requirements: Motor Vehicle Operator/Food Service Worker - The incumbent will exert light to moderate physical effort in reaching, bending, turning or moving hand, arms, feet and legs to operate the vehicle and lift gate. Moderate to heavy physical effort is exerted in handling the food carts which weigh over 540 pounds. The employee exerts moderate physical effort in the frequent handling of objects weighing up to 40 pounds, and the occasional handling of heavier objects while loading cargo, with the assistance of other workers or weight handling equipment. Food Service Worker - The work involves light to moderate physical effort which may include frequent lifting of objects requiring light to medium exertion. Regularly lifts or pushes objects requiring heavy exertion such as large cooking utensils, dishes, supplies and heavy food carts. Some food service workers at this level may be required to perform heavy work, such as scouring and scrubbing large-size cooking utensils. This position will regularly push the tray delivery carts which weigh over 500 pounds. Employees may be required to work on ladders and use powered cleaning equipment. They frequently lift or move objects weighing up to 40 pounds. Often stands on hard surfaces for extended periods of time, bends, stoops and works in tiring and sometimes uncomfortable positions. The position also requires walking or standing for up to a few hours at a time. Working Conditions: Motor Vehicle Operator/Food Service Worker - Works a significant part of the tour of duty outside and operates the vehicle in all kinds of weather. The driver is exposed to dirt and fumes, and the possibility of cuts, bruises, and broken bones as a result of accidents while driving or when loading and unloading the vehicle. Working conditions are often uncomfortable, warm or cold, and noisy. Workers are exposed to minor cuts, bruises, burns, and scalds. There is danger of slipping on floors which are wet from daily mopping, or where food or beverage has been dropped and not wiped up. Some workers are exposed to extreme temperatures of the hot kitchen and the walk-in refrigerator.
