This position is located in FNS Center for Nutrition Policy and Promotion. Duties for the economist include project management, economic analysis and modeling of a healthy dietary pattern, report development, and professional leadership. Duties for the nutritionist include project management and monitoring, assessing and reporting on the scientific evidence in support of nutrition, food, dietary guidance, nutrition education, and nutrition research policies and outreach programs.

Duties

Manages multiple projects, establishing objectives, tasks, and timelines. Plans, conducts and/or leads projects to achieve desired outcomes within resource and time constraints. Independently handles multiple assignments, coordinating with others as needed. Monitors progress, identifies issues and opportunities, and derives conclusions and considers applications. Professional leadership in scientific methods and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results. Provides professional leadership in the identification, analysis, interpretation and application of scientific research to develop National dietary guidance and policy. Communicates orally and in writing with a wide array of audiences, including senior Executive officials, Agency management and staff, Members of Congress, Federal state and local program partners, and public interest groups and the media.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. In order to qualify for this position, you must possess both the Basic Requirements and Minimum Qualifications. Basic Requirements for the Economist 0110 Series: To qualify for the Economist job series, all applicants must meet at least one of the following requirements by the closing date of the job announcement: Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education. Basic Requirement for the Nutritionist 0630 Series: To qualify for the Dietician and Nutritionist job series, all applicants must meet at least one of the following degree requirements by the closing date of the job announcement: Successful completion of a degree in the field of dietetics, food, nutrition, food service management, institution management, or related science in an educational program accredited by the Accreditation Council for Education in Nutrition and Dietetics (ACEND), or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. OR Completion of a coordinated undergraduate program, internship, or other clinical component approved by the Academy of Nutrition and Dietetics (AND) (formerly American Dietetic Association (ADA)) for dietitians or nutritionists. OR Professional registration as a Registered Dietitian (RD) or Registered Dietitian Nutritionist (RDN). Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0630 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. You must submit transcripts with your application. Please refer to the "Required Documents" section below for more information. To qualify for the GS-14: Applicants must possess one year of specialized experience equivalent to the GS-13 in the Federal and or Public Service. Specialized experience is defined as: Provide technical support and/or guidance on issues related to economic analysis and modeling or review and evaluation of nutrition data or evidence; Plan research or other projects and conduct or interpret statistical analyses such as inferential statistical tests and mathematical modeling; and Prepare correspondence and summary reports to brief/interpret findings and/or recommendations to higher authorities and other government officials. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
