The Mental Health and Medical Social Work Program Coordinator at this 1b Facility serves as a liaison to other Services or care-lines within the organization related to Social Work Service and Mental Health Service. Incumbent is responsible for the co-management of the administrative/operations of outpatient mental health (with Mental Health Service staff and leadership) at the Rockford CBOC.

Duties

Establishes guidelines and performance expectations for staff which are clearly communicated through the formal employee performance management system. Develops work improvement plans, recommending personnel actions as necessary. Incumbent provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Incumbent assures that subordinates are trained and fully comply with the provisions of the safety regulations. Keeps supervisor apprised of problems and recommended solutions to problems encountered in the incumbent's area of responsibility. Incumbent responsible for furthering own professional growth through education, appropriate to area of assignment, and providing coverage during social worker absences. Mustmaintain a level of productivity and quality consistent with facility and Social Work standards and the complexity of the assignment. The incumbent serves in a primarily administrative position with authority and responsibility for providing administrative support to the Chief of Social Work, Social Work Service and the Mental Health Service. The incumbent will assist the Chief of Social Work to develop and monitor standards of clinical practice/standards of care for social work including development of care guidelines, manuals, and guides to professional practice. Develops consistent standard operating procedures required to accomplish clinical care interventions and ensures that they are followed. Incumbent is responsible for developing education materials for Social Work Service staff. The incumbent must be licensed in a state at the Licensed Clinical Social Work level and must be able to provide supervision for state licensure. As the supervisor, the incumbent assists in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating and overseeing the social work service staff. The incumbent will assure the staff they supervise are aware of, adhere to all current directives of VHA, and meet current JCAHO standards, State licensure standards, and VA-OIG expectations. The incumbent will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies. The incumbent also provides direct clinical services when needed. Incumbent is responsible for making decisions regarding work problems presented by subordinate social work supervisors. Incumbent collaborates with others in negotiating, deciding upon, and/or coordinating social work related changes affecting other programs. The incumbent administers information and analytical systems to evaluate and enhance the quality of service provided to patients. Develops and implements information systems to track service activities including visits, referrals, inpatient days, patient demographics, equipment utilization and patient satisfaction. Develops implements and evaluates clinical guidelines and protocols to establish appropriate utilization of services. The incumbent supervises a group of employees performing work at various GS levels and provides administrative, technical and clinical supervision necessary for accomplishing the work of the unit/service including outreach efforts, CBOC involvement and efforts at other sites within a Health Care System. The incumbent performs the administrative and personnel management function relative to staff supervised. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ? 7403(f). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). In addition to the above requirements applicants must meet the following specialized qualifications.GS-13 Grade Requirements: Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. Skill in coordinating and implementing one or more specialty program(s), across the facility. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Knowledge of organizational structure and impact on program operations. Incumbent is also responsible for the management of the administrative/operations of outpatient Substance Use Disorder program and non-Mental Health Social Work staff at the Rockford and Freeport CBOC. They have responsibility for coordinating social work service staff, work assignments, treatment services provided and operationalizing Veteran access to all services. The incumbent will work collaboratively with RFD CBOC and Southern Tier management teams to achieve productive and holistic integration of Social Work care to Veterans. Incumbent will oversee the practice of and provide day to day management of the Social Work Service staff at the Rockford and Freeport CBOC. Physical Requirements: This position is mainly sedentary with occasional walking through the facilities.
