About the Position: Incumbent serves as an agent of the commander of assigned headquarters or equivalent organizationoverseeing the command accounting, financial, and managerial issues that require examination by financial professionals.Serves as Director of Internal Review and works under the general supervision of the Commander who provides broad administrative direction and outlines general objectives and mission concepts.
Duties
Develop strategies for resolving complex problems, such as the establishment of new or modifications of existing programs.
Plan and organize audits providing technical guidance to audit teams.
Set goals and objectives for program directorate-wide and assure implementation of these goals and objectives by personnel in subordinate organizations.
Provide solutions to control and report problems and recommend action required to improve operating program effectiveness and maintain the integrity of financial and accounting information.
Analyze the implications of immediate and long-range management activities, plans and decisions through the interpretation of policies and procedures.
Execute the administrative and personnel management functions related to the accomplishment of the mission, i.e., position, training, and skill assessment of employees.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires the incumbent be able to complete a Supervisory Probationary Period.
- This position requires the incumbent to comply with the Army's certification program and complete the Financial Management Level 3 certification.

In order to qualify, you must meet the education and specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). EDUCATION:
A. I have a bachelor's degree (or higher degree) in accounting, auditing, or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (Note: You must attach a copy of your transcripts.)
B. I have a combination of education and experience which includes at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. C. I do not possess the education described above.
SPECIALIZED EXPERIENCE:
I have one year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes directing a staff in accomplishing an objective; providing guidance and oversight on a variety of internal audits; briefing Command Group and higher echelon leadership of status of findings of internal and external audits; and resolving financial management problems and issues with senior level program managers.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
