The Behavioral Health & Sciences Social Worker Program Coordinator practices in the Behavioral Health clinical setting to provide mental health services as the licensed clinical social worker. In this position the duties may include serving as the Mental Health Treatment Coordinator, case/care manager and psychotherapist to a patient population with highly complex health and mental health problems.

Duties

The BH&S Social Worker Program Coordinator will manage and have full program, clinical, and administrative oversight of two very complex services/programs/clinical operations, including: Inpatient Psychiatry Unit and Suicide Prevention Coordination program for the entire facility. In addition, the position has direct supervisory oversight over 16 interdisciplinary staff including but not limited to GS-13 Clinical Psychologists and GS-12 Licensed Clinical Social Workers. These programs, and respective staff's functions, are located at multiple locations of the facility, including its VA Clinic locations. The incumbent has full responsibility for program management, education, human resources management, and supervision of the direct reports and other employees working within these programs. Offers consultation to colleagues and students on the psychosocial treatment of patients treated in this specialty areas, rendering professional opinions based on experience and expertise and role modeling effective social work practice skills. Has fiscal responsibility for managing budgets and control points associated with program operations that includes budget analysis and projections of funding needs. Plans, schedules and coordinates program operations and ensures necessary supplies and equipment is available to maintain operations. Provides direct care and performs specialized treatment of complex physical and mental illness for Veterans in the Behavioral Health clinical settings at Lebanon or its Community Based Outpatient Clinics, or within the Primary Care setting. Services are primarily provided in the Acute Inpatient Psychiatry and Suicide Prevention Clinics but may also involve providing care in outpatient clinics at Lebanon and at Community Based Outpatient Clinics, the emergency department, Primary Care offices, inpatient wards or community settings. Must demonstrate significantly advanced clinical skills and be able to function independently. Incorporates complex multiple causation in treatment of Veteran patients, including making psychosocial assessments, providing case management and providing psychotherapy within approved scope of practice. Specific tasks may include: triage, evaluation and psychosocial assessment, treatment planning, and coordination of care for patients in the program, functioning as the Primary Mental Health Treatment Coordinator; providing individual and group psychotherapy; consultation with other program areas and staff as appropriate. Provides individual, group, and family psychotherapy and advanced level case management interventions used in the treatment of Veterans with serious medical and psychiatric disorders. Provides services that access the continuum of care and those primarily within the acute psychiatry and rehabilitation programs, which will include some evening and weekend hours. Demonstrates the ability to teach and mentor staff and students in the special area of practice and to provide supervision for licensure or specialty certifications. The incumbent may participate in the facility's rotating social work on-call system and performs other related duties as assigned. Qualifications

BASIC REQUIREMENTS. The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. ? 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000. To qualify for appointment as a social worker in VHA, all applicants must meet the following: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ? 7403(f). GRADE DETERMINATIONS. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Social Worker (Program Coordinator), GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs.(a) Skill in coordinating and implementing one or more specialty program(s), across the facility.(b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.(c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).(d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.(e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.(f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.(g) Knowledge of organizational structure and impact on program operations. PREFERRED EXPERIENCE: Past/current work/professional experience in positions of leadership/coordination including but not limited to program coordinator in the facility, program manager, or team lead. A minimum of 5 years of clinical experience in mental health care in the respective discipline. Reference: VA Handbook 5005/120 Part II Appendix G39
