Duties
Serves as the Senior Level Staff Advisor at the Defense Commissary Agency (DeCA) Headquarters, Fort Gregg-Adams VA, in the Human Resources Directorate, Staffing and Classification Division. Serve as the Senior level staff advisor providing expert technical advice and assistance to DeCA Headquarters Staff Offices and Directorates.
Position responsibilities include:
The incumbent of this position serves as a senior level staff advisor and Diversity Program Manager providing expert technical advice and assistance to DeCA Headquarters' Staff Offices and Directorates Area Directors, and Zone Managers.
Classifies all DeCA commissary unique positions as well as all other positions at DeCA Headquarters and Commissary Support Groups.
Develops policies, procedures and directives for DeCA staffing related programs, including the Merit Staffing Plan.
Serves as the HR Liaison between DeCA Headquarters and the HR Service Provider to resolve any and all issues pertaining to recruitment and classification.
Serves as a member on working groups related to Diversity employment and participates in outreach events (e.g. career fairs) to find talent.

To qualify for this position you must possess One year of specialized experience equivalent to the GS-12 grade level. To be creditable, specialized experience must be at the GS-12 or equivalent under other pay systems in the Federal service, military, or private sector.
Volunteer Experience: Your experience refers to paid and unpaid experience, including volunteer work done through a National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Examples of qualifying specialized experience:
Provides advice and guidance on civilian Reduction-In-Force (RIF), Voluntary Separation Incentive Pay (VSIP) and Voluntary Early Retirement Authority (VERA).
Implements processes to meet agency strategic goals and the civilian HR Business Plan (e.g., conduct organizational needs assessments, determine organizational readiness for change, market organizational awareness and lead change initiatives).
Develops civilian HR program policies, procedures and directives and issues supplementary classification standards guidance, as needed.
You must also meet the following requirements by the announcement closing date:
Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion. See the Required Documents section to learn what documents are necessary to show you meet this requirement. Examples of appropriate SF 50s include Promotion, Reg WRI, and SF 50s effective more than 52 weeks ago. The next lower grade level for the GS-13 position is GS-12.
Current civilian employees must have completed at least 90 days of federal civilian service since their latest non temporary appointment from a competitive referral certificate, known as time after competitive appointment.
