Salary: $144 571 - 183 500 per year

The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information technology (IT) solutions and leadership to advance DOL's mission. Duties

The incumbent plans and implements IT services and assets, leads task forces/project teams involved in developing and maintaining advanced systems processes. Serves as the technical authority on all assignments. The purpose of the position is to analyze work necessary to plan, design, develop, acquire, document, test, implement, integrate, maintain, or modify technology systems that both solve problems or accomplish work processes. Major duties include: Develops strategic, tactical and technology plans and processes and budgets to support OCIO's mission. Serves as the key advisor on short and long-range goals for the branch. Coordinates and supervises collaboration platforms such as Teams, OneDrive, and SharePoint, with full visibility and access to all relevant content as required. The incumbent is responsible for project deliverables, quality, productivity, consistency, and timely completion. Supports IT procurements, creates SOWs, performs COR duties, pays invoices, evaluates contractors, and keeps OCIO on the leading edge of technology. Conducts all supervisory/managerial duties in an unbiased manner and provides leadership in EEO program administration. Leads, motivates, and trains staff to achieve goals. Sets standards, oversees work, and reviews deliverables. Communicates with program offices to identify requirements, capabilities, and technical solutions for IT systems and applications. Manages DOL messaging and collaboration platforms for internal and external communication with other federal agencies. Keeps technology infrastructure current and on platforms that improve productivity. Ensures required safeguards are in place to protect DOL data and information sharing through collaboration platforms. Performs other duties as assigned.

  • Requires a supervisory probationary period if the requirement has not been met.

Qualifications

You must meet the "Specialized Experience" to qualify for Supervisory IT Program Manager, as described below. For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-15 includes: Specialized experience in the management and daily operations of Messaging and Collaboration Services including the governance, implementation, best practices, tuning, and applying new technologies. Experience with Microsoft Office 365 and Teams and understanding of other platforms including but not limited to Web-ex, Zoom, and cloud-based services. Applicant must have experience providing technical expertise and leadership in these areas daily. Additional to the above specialized experience, for all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. 1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2.Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
