This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a technical specialist for the Regulatory Division, with broad knowledge of biological, ecological, physical, and social sciences.

Duties

Manage the Regulatory Permit Program of the Rivers and Harbors Act of 1899 and the Clean Water Act, to ensure the program is administered in a balanced and transparent manner Conduct pre-application consultation, evaluation of applications, and monitor of permit compliance. Coordinate proposed projects and modifications with applicants, permittees, consultants, attorneys, the general public, elected officials, and/or other governmental agencies. Identify and document the limits of Waters of the United States based upon current regulations, policy and guidance Responds to inquiries on programmatic aspects of the regulatory program. Develop and maintain effective relationships with a variety of stakeholders including representatives from Federal, State and local environmental and planning agencies Assists with development, evaluation, and promulgation of General Permits (GPs) and makes recommendations on the issuance or re-issuance and other programmatic initiatives. Manage complex information, including internet-based resources, Geographic Information Systems, technical literature, regulations, policy and guidance in order to ensure decisions are made with the most current information available. Manage accurate and detailed documentation , Agency correspondence, Memoranda for Record, Environmental Assessments (EAs) or Environmental Impact Statements (EISs), and Section 404(b)(1) Guidelines analysis, and other types of documents. Mentor lower grade employees on procedural aspects of the regulatory program or a similar program, including the preparation of public notices, letters, and correspondence.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. Basic Requirement for Regulatory Specialist 0401 series: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: incudes assisting in planning, directing, monitoring, and executing the Regulatory Permit Program, pursuant to Section 10 of the Rivers and Harbors Act of 1899, and Section 404 of the Clean Water Act, including the review of applications for residential or commercial development, and/or transportation, and/or mitigation related proposals. I have administered and enforced, or assisted in managing, the program in compliance with governing public laws, regulations, interagency agreements, and policies of higher headquarters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
