This Secretary position performs a variety of administrative duties within the Medical Service department to support Veterans and staff at the Cheyenne VA Health Care System.

Duties

Duties include, but are not limited to: Provides technical and procedural advice by identifying and analyzing issues and taking or recommending action using established guidelines Serves as the initial point of contact for all questions, information and problem resolution in the areas of budget and accounting, agreements, travel, human resources, files management, correspondence preparation and control, time and attendance, office automation systems, andpurchasing/procurement Utilizes Microsoft applications such as Word, Excel spreadsheet, PowerPoint, Visio and other software packages; creates agendas, minutes, reports, letters, policy memorandums for concurrence and compiles presentations, etc. Types specialized terminology such as from the fields of medicine, science and utilizes special reference materials such as medical dictionaries or pharmaceutical manuals- Receives and directs callers and visitors Inquires vary widely and information given requires explanation of office functions, describing specific requirement, provide basic instruction, or a similar degree of detail Composes information correspondence providing explanation of facts or actions taken or transmits required material usually related to requests or questions- Inputs data, via a computer terminal, concerning incoming and outgoing correspondence Monitors and reports time and attendance for Medical Service department Maintains time and attendance for commonly used pay plans and types of leave, or limited pay situations- Schedules, appointments, consultations, coordinates meetings, and/or schedules conferences Maintains calendar and records appointments based on supervisor's or staff member's concurrence- Attends meeting to take minutes and notes commitments made for future follow up Work Schedule: Monday - Friday, 7:30am - 4:00pm Telework: Ad-Hoc Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023. Typing Proficiency Requirement: Must self-certify typing speed of at least 40 words per minute by providing: (1) Online certificate or equivalent; OR (2) Specifically disclosing on resume Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: repares, composes, or reviews correspondence prepared for the purpose of obtaining or supplying information. Responsible for updating and obtaining concurrence for policies and procedures. Employee completes all forms, business papers, and personnel actions including assisting in responses to labor and employee relations issues that may be sensitive in nature, including the PIV process. Timekeeping and additional duties related to this as needed. Performs office automation duties using such software applications as desktop publishing, calendar, word processing, Excel spreadsheet, PowerPoint and other software packages, spreadsheet, database, and/or graphics. Creates agendas, minutes, reports, letters, policies for concurrence, policies, and compiles presentations etc. Creates tools for tracking/trending analysis and monitoring of data. Utilizes advanced software functions including automatic generation of contents, spreadsheets, database management. Utilizes scanners and fax machines daily. Processes incoming or outgoing mail, including the processing of certified or express mail. Performs general mail handling and distribution including sorting, opening, date stamping, classifying, processing and routing mail. Records, processes and controls registered, insured, priority, reply or certified mail. Receives and directs callers and visitors by providing information, functions, activities and personnel. Retrieves phone messages from voicemail and routes accordingly. Types a variety of materials; to include letters, reports, memoranda, minutes, rosters, mailing lists and schedules; these may be in rough draft or final form. Utilizes Microsoft Office and other software or devices to produce a variety of documents such as letters, minutes and reports. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed at least half of the first year of graduate level education. Unofficial transcripts are required. You will be rated on the following Competencies for this position: Customer Service (Clerical/Technical)Decision MakingFlexibilityOrganizational Awareness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, however, some walking, standing, bending, and carrying of light items such as papers, books, or small parts is required. No special physical qualifications are required to perform the work.
