This position is located within the Nebraska-Western Iowa Health Care System in Grand Island, NE in the Facilities Management service line. The Paint and Signage Shops are a consolidated activity where the employee is required not only to paint, but also to install vinyl wallcovering, wallpaper, and murals.
Duties
The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. Major duties listed but not limited to:
Applies paint, wallcoverings or other coating materials, using bn1shes, rollers, spray guns, and graining devices
Mixes paint to match existing wall color, when required to spot paint damaged wall surfaces from corner to corner.
Smooths out brush and roller marks and prevent drips, runs and skips in painting
Orders materials and paint for the job and maintain a reserve stock of base paint, stains, wallcovering adhesive, tools, brushes, tubes
of paint tints, cutting knives and other related items required, such as wallwashing, patching compounds, and related items to keep a modern Design and Decor Service fully supplied to do the job
Uses stencils to make signs on metal sheets or other surfaces
Operates an engraver machine in the engraving of employee name badges, desk name plates, 2" x 10" signage, the engraving of PM numbers on metal tags, and is required to engrave any other type of signage for directional and information purposes
Determines the working methods, special techniques used, the devices of the trades, and the materials that are best suited for the surface finish required, in applying a flat or glossy finish, a grained or special effect desired using oil or water base stains or paint and adhesive for wallcoverings
Work Schedule: Monday - Friday, 7:00 a.m. - 3:30 p.m. (work hours may be further discussed during the interview)

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. To be found at least minimally qualified for the position of Painter at the WG-09 level, your application and supporting documents must demonstrate the critical knowledge, skills, and abilities that are essential for satisfactory job performance. Do you have the ability to do the work of the position as a Painter without more than normal supervision? Examples of qualifying specialized experience include but are not limited to: applying paint, wallcoverings or other coating materials using brushes, rollers, spray guns and graining devices; preparing the area to paint by removing electrical plates, filling cracks and holes, shaping and leveling wall in removing bumps and excess paint or plaster, mixing and applying pre-coating, patching materials and compounds; preparing coating materials by tinting, toning, blending and matching various additives; making decisions if one coat is sufficient or if two coats may be required; and having the skill in the use of all kinds of engraving, painting and wallcovering tools and equipment.

Physical Requirements: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Questions about physical demands or environmental factors may be addressed at the time of evaluation or examination.
Working Conditions: The work is performed inside and outside. Fumes are present when spray painting is performed requiring the wearing of a mask. There are times when the incumbent is required to wear protective equipment and clothing that are heavy and uncomfortable. Incumbent will come into contact with other Medical Center employees, patients, and visitors. Incumbent will take necessary precautions when working with thinners, solvents, paint removers, or other materials which are hazardous to their health. Will use protective measures when engraving signage and gluing plastic sheets together.
