Duties

Reviews budget requests submitted by subordinate elements to assure their consistency, accuracy, and adherence to guidelines. Performs analysis and reconciliation to avoid possibility of over-distribution of program authorization and funds, by continuously reviewing issue actions. Evaluates the effectiveness of changes to the budget and programs and by validating obligations, expenditures, reimbursable orders, requests for allotments, etc. by examining accounting records. Provides advice and assistance to managers in the development of budget requests and related supporting documentation.

• This position requires you to obtain Financial Management Level 2 Certification within 24 months of your entry on duty effective date.

Specialized Experience: One year of specialized experience which includes; serving as a budget analyst with responsibility for programming, formulating, and budget execution for direct and reimbursable funding in the GEFBS financial database. Review and analyzes program plans, and information on accomplishment of objectives in terms of reasonableness, accuracy, and efficient, effective use of funds. Review budget estimates and execution for compliance with rules, regulations, and procedures. Manage the receipt and issuance of programs authority and funds to preclude over-distribution and assures prompt funding to prevent delays in vital mission of programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
