This position is located within the Washington Office, Fire and Aviation Management (WO-FAM) unit at the National Advanced Fire and Resource Institute (NAFRI) in Tucson, AZ. The incumbent is responsible for the development, presentation, and analysis of graduate level courses in Fire Management. Duties

Strategizes and initiates effort to ensure program continuity through recruitment, employee development, and retention. Coordinates with other functional programs to provide the workforce necessary to accomplish a variety of national projects including fire management, aviation management, and resource related work. Coordinates national work groups on education matters that are controversial or novel, and often complicated by factors such as changing situations and educational developments. Leads meetings with personnel from other organizations and programs to develop or evaluate complex programs or specific highly technical training based on needs and available resources. Directs the development of total course content to meet defined course objectives for courses in a broad specialty area, a subject-matter field, or a cluster of courses, through course steering committees and faculties. Plans, develops, and implements training policy and procedures for developing and delivering fire training. Prepares, executes, and monitors programs for small- and large- scale trials of courses. Plans, develops, and compiles manuals and teaching methods for training courses. Serves as a training consultant and prepares and makes formal presentations to fire and resource managers, administrators, training officers, and others regarding assigned projects, the interagency fire training program. Reviews and evaluates multiple courses and/or programs of instruction. Evaluates course assessment design procedures. Plans and conducts studies that evaluate and predict program achievements and student performance, and prepares interpretations of results and recommendations. Evaluates the effectiveness of the application of a wide variety of education/training principles to complex training problems and deficiencies. Develops/implements new wildland fire training tools utilizing Virtual Reality (VR), 3D visualization, and similar technologies. Coordinates and evaluates 3D/VR training programs to achieve long term workforce development standards and goals. Performs wildfire suppression support as directed within training and physical and other duties as assigned. Duties listed are at the full performance level GS-12.

Requirements

  • Must be a U.S. Citizen or National.
  • Males born after 12/31/1959 must be Selective Service registered or exempt.

  • Successful completion of one year probationary period, unless previously served.

  • Must be 18 years of age.
  • This is a Test Designated Position. You will be tested for illegal drugs prior to appointment and randomly thereafter. Appointment and continued employment is conditional on negative results.
  • Minimum of 90 days of wildland firefighting experience is required.
  • Willing to live/work in remote locations (volatile/unpredictable).
  • Some Fire positions may have Conditions of Employment such as: a valid state driver's license; a commercial driver's license (CDL); pre-appointment and random drug testing; or a physical or medical examination.

Qualifications

Specialized Experience Requirement: GS-11: Applicants must display one year of specialized experience equivalent to at least the next lower grade level (GS-09). Examples of specialized experience include: Developed, planned and coordinated training and instructional curriculum; Developed training materials; Developed course objectives, including instructional and performance objectives, and prepared and developed course content and format. GS-12: Applicants must display one year of specialized experience equivalent to at least the next lower grade level (GS-11). Examples of specialized experience include: Coordinate with other programs to provide the workforce necessary to accomplish a variety of national projects including fire management, aviation management, and resource work; Participate in planning, developing, or evaluating and revising curriculum for a fire training program or an academic department; Review and modify course materials and plans for complex course(s) that require extensive fact-finding and development of source information. Selective Placement Factors: A minimum 90 days experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume. FIREFIGHTER RETIREMENT COVERAGE: This is a secondary position covered under the special retirement provisions of 5 USC 8336(c) for the Civil Service Retirement System and of 5 USC 8412(d) for the Federal Employees Retirement System. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
