The incumbent serves as a Supervisory Logistics Management Specialist-Chief Supply Chain Officer for the VA Health Care System (VA HCS) with multiple sites of care and supported catchment area. The Supervisory Logistics Management Specialist is responsible for the development and integration of a cohesive, forward-looking supply chain that ensures the logistical requirements of the VA HCS with multiple sites of care and supported catchment area are met.
Duties
Directs all supply management, materials management, production control activities.
Analyzes the supply chain developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting.
Develops and executes remediation actions of deficiencies.
Conducts strategic planning and quality management of the equipment and leasing programs.
Plans, develops and adapts the supply chain management procedures as needed to coordinate the management and control of all expendable (EX) and non-expendable (NX) inventory.
Leads the development of long range plans and consolidated requirements into acquisition strategies for services, supplies and equipment.
Oversees pre-award and post-award contract administration.
Analyzes requirements, develops forecasts, directs re-allocation and provides guidance for the execution of funds.
Plans, organizes and assigns work to subordinates engaged in logistics and property management through subordinate supervisors.
Participates on or leads various national work groups that are established to improve and re-engineer logistics operations, systems and policies
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Oversees, guides, manages and integrates supply chain operations.
2) Integrates and aligns acquisition, delivery and management of supplies, equipment and services to ensure the successful delivery of patient care.
3) Establishes policy and ensures best practices are implemented as appropriate.
4) Ensure efficient allocation of resources for assets through the entire life cycle (which includes planning, requirement determination, procurement, maintenance/upgrade, management/utilization and disposal).
5) Plans and coordinates with fiscal, acquisition, clinical and administrative operations in the managing and integrating of supply chain operations.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination: Applicants may also combine education and specialized experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
