The primary purpose of the position is to plan, implement, and administer programs related to oversight of Centralized Scheduling and program metrics, personnel policies and procedures, virtual training support, digital marketing development, and other projects in support of NRSW FFSP efforts.
Requirements
- Must be able to obtain and maintain a Secret Security Clearance.
- Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
- Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
Qualifications
An equivalent of three years' experience with business management, financial management and administrative experience
OR
Associate degree related to business, financial or administration AND two years of business management, financial management and administrative experience.
OR
Bachelor's degree related to business, financial or administration AND one year of business management, financial management of business management, financial management and administrative experience.
Knowledge of FFCP mission, functions, policies and procedures; mission requirements, program goals and objectives.
Knowledge of the theory and principles of management including administrative practices and procedures.
Ability to use qualitative and quantitative analytical techniques.
Knowledge of Navy civilian Human Resource Management policies, procedures sufficient to advise management on routine or procedural matters.

Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.
Knowledge of a variety of Navy administrative and resource management policies, procedures and regulations. This includes budget/financial management, property management, administrative policies, and procedural aspects of human resource management, and other management programs and their requirements.
Knowledge of budgetary procedures and regulations to process requests for obligations, expenditures, allotment of funds, transfer and reimbursement of funds and maintain current and accurate fund balances. Ability to develop and monitor OPTAR tracking systems to effectively manage funds and to predict shortfalls.
Skilled in written and oral communication sufficient to prepare and present findings and recommend solutions; compose a variety of correspondence, budget justifications and/or requests, instructions, responses to complaints and/or inquiries, etc.. Skill in conducting interviews with management and employees to obtain or exchange information about work objectives, processes, procedures and policies.
Education
