Duties

The incumbent's principal responsibility is to ensure all Field Office contracts, agreements and related programmatic responsibilities are properly managed and administered in accordance with the Federal Acquisition Regulation (FAR), DHS, ICE and ERO guidance. In addition to FAR-based contracts, the incumbent is responsible for the management of two unique types of detention agreements: ICE Intergovernmental Service Agreements (ICE IGSAs) and U.S. Marshals Service Intergovernmental Agreements (USMS IGAs). As a Management and Program Analyst (COR), at the full performance level, you will perform the following duties: Monitoring the cost, schedule and performance of all assigned contracts and agreements, to include review and approval of invoices and vouchers; Initiating and conducting studies to evaluate the effectiveness of contract management, administration and execution; Developing technical requirements and statements of work/performance work statements for submission to contracting personnel for inclusion in Request for Proposals; Defining contract requirements, preparing requisitions for supplies and services and completing receiving tickets in the ICE financial system, and ensuring that adequate funds are committed which enable contracts and agreements to be adequately funded; and Advising leadership on technical matters relating to pre- and post-contract award acquisition activity, such as soliciting, evaluating, and negotiating contract awards. PLEASE NOTE: The incumbent must hold and maintain a DHS Contracting Officer's Representative (COR) certification at all times. It is preferable for the incumbent to have successfully completed the Federal Acquisition Certification-Contracting Officer's Representative (FAC-COR) III" but as a condition of employment the applicant will need to obtain and maintain the certification. Depending on the Field/Program Office contract portfolio size and complexity, a DHS COR Level III certification may be required for some ICE COR positions.

You qualify for the GS-13 grade level if you possess one (1) year of specialized experience at the GS-12 grade level or equivalent in the federal service, performing duties such as: Serving as contracting officer representative for all procurement and contracting actions in an office or operational unit; Providing expert technical advice to customers related to contract support, and resolving challenges that may arise; Maintaining contract files for each assigned contract, ensuring all files are accurate and complete; Preparing reports and correspondence regarding the status of assigned projects; and Providing technical assistance and direct support to management and staff on contracts and/or agreements. You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent in the federal service, performing duties such as: Serving as a contracting officer representative and technical expert for all contracts and agreements for an office or large operational unit with responsibility for ensuring timelines and accuracy in the contractual process; Independently managing a portfolio of multiple, complex contracts and inter- agency/organization agreements; Preparing reports/correspondence for submission to senior management regarding the status of contracts and procurement related matters; Developing and conducting contract requirement analysis, independent cost estimates, and cost benefit analysis; and Preparing statements of work, performance work statements, quality assurance surveillance programs, and/or statements of objectives; and maintaining all contractual documentation.
