This position is located within the Morale, Welfare, and Recreation Department at NSF Indian Head, Naval District Washington. Incumbent is responsible for planning, organizing, implementing, and evaluating the general operation of the Liberty Program. The purpose of this position is to enhance quality of life for the single 18-25 year old military personnel by providing a comprehensive leisure time program of social, cultural, recreational, and athletic and fitness activities.
Duties
Conducts leisure and recreational programs directed primarily towards the single/unaccompanied E1-E6 ages 18-25. A program focus is executing a leisure education, special event, and excursion curriculum covering various aspects of leisure. Events will be comprised of organized - and self-directed, self-motivated activities.
Incumbent will brief command representatives and Senior Enlisted Advisors; enthusiastically promote the Liberty Program at base and tenant command indoctrinations; maintain contact with target audiences by establishing and/or maintaining an advisory panel comprised of base and tenant command E1-E6 military; establish face-to-face promotional plans; submit marketing requests for all needed promotional materials; coordinate interdepartmentally for internal program partnerships; develops partnerships with both on and off base organizations to support Liberty events.
Incumbent is responsible for developing a comprehensive and diversified Liberty Program that includes scheduling, organizing, publicizing, and directing and evaluating both recurring and non-recurring special events. Plans activities based on diverse social, cultural, and economic backgrounds of patrons, current trends, program accreditation standards, and command economic climate. Ensures completion of After Action Reports (AAR) for all executed activities.
Prepares and justifies annual operating budget (APF and NAF) for inclusion in the overall recreation department budget submission. Budget requests are based on a needs-assessment of the population serviced and include projected expenses for supplies, instructor fees, maintenance and upkeep of facilities. Estimates projected income derived from fees, charges and other miscellaneous program revenue initiatives. Budget submissions must meet assigned self-sufficiency requirements.
Supervises and is directly responsible for all full-time, part-time, and flexible employees involved with the operation of the Liberty Program. May also supervise department employees, assigned military, and volunteers while coordinating and directing special events. Supervisory responsibilities involve completing SF-52 personnel action requests for all human resource actions, ensuring timekeeping documents are submitted in accordance with local direction; scheduling of employees and ensuring accurate timekeeping in KRONOS; assigning work; defining priorities; selecting and recommending applicants for hire; evaluating performance; recommending pay adjustments/awards; providing or recommending training; approving and/or disapproving leave requests; initiating corrective actions; recommending formal corrective/disciplinary actions as warranted.
Arranges for all supplies and equipment necessary to support the Liberty Program. Ensures proper internal controls are established to protect income, minor property, fixed assets, resale merchandise, supplies etc.
Secures facility space for all Liberty activities. Contacts fire, safety, security and sanitation officials for these programs.
Resolves complaints from patrons and solicits feedback to improve quality of service provided.
Requirements

- This position is subject to the possibility of workdays on weekends and holidays, as well as, rotating shifts, often consisting of other than normal duty hours.
- This position may be designated ALPHA personnel for inclement weather or in the interest of national security and may be required to report for work when other employees are excused.
- Must have and maintain a current, valid Driver's License to operate a government vehicle.
Qualifications
A degree in Recreation or related field from an accredited university or the equivalent in recreation work experience is preferred but not required.
Combination of experience related to customer service and/or activity base functions. Incumbent must be able to work independently, make sound decisions based on facts, and to effectively communicate both orally and in writing.
Knowledge of recreation programs as well as the goals, principles, techniques and methods of procedure used in organizing, planning, and conducting all types of activities.
Must have acquired the appropriate experience and training which clearly shows that he/she possesses the necessary skills, knowledge and ability to effectively perform the duties of the position.
Program planning and leadership skills to devise and implement a leisure and social recreation program that will stimulate and sustain the interest of participants.
Ability to evaluate participant responses to activities and programs and evaluate the extent to which recreation programs are meeting their goals and objectives.
Basic background to comprehend regulations and instructions relation to government military recreation programs.
Knowledge of Leisure Education and Leisure Facilitation through course work or experience.
Effective public speaking ability for communicating with the community, advisory groups, commands, and other community agencies.
