The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
Serve as principal advisor to ODNI and other IC officials regarding operational collection initiatives, programs, and projects.
The NCTC Representative provides operational, information-sharing, and threat warning support to the Threat Investigations and Analysis Directorate of DS (DS/TIA) and other DS entities as necessary while also ensuring that beneficial coordination occurs between NCTC and DS in response to specific incidents and threats involving US interests.
Specific duties include serving as the NCTC and Intelligence Community resource advisor to the Deputy Assistant Secretary (DAS) for DS/TIA, and subordinate offices, including the Office of Intelligence and Threat Analysis (DS/TIA/ITA), the DS Command Center (DS/TIA/CC), the Office of Protective Intelligence Investigations (DS/TIA/PII), and the Overseas Security Advisory Council (DS/TIA/OSAC) to increase their understanding of NCTC policies and capabilities in support of counterterrorism and security-related activities.
Attend ad-hoc meeting/briefing with DS Principals to provide additional context on IC threat reporting. When applicable provide NCTC leadership with insight and feedback on significant items or events of interest to Department of State seniors, which could include specific feedback on NCTC finished intelligence production.
Provide DS seniors with NCTC-generated read-ahead material in advance of the weekly NSC Threats to US Persons CSG while simultaneously providing "back-bench" intelligence support to the DS briefing team.
Works with DS/TIA to facilitate briefings and meetings between DS offices and relevant NCTC components to increase collaboration and facilitate taskings to and from NCTC, including requests for DS comment on NCTC products and downgrading and/or sanitizing NCTC products as necessary for use by DS.
Assists in the procurement of both unclassified and classified threat warning products (tearlines and similar) derived from IC reporting.
Duties may also include overseas TDYs designed to help the NCTC Representative understand policy and program development and implementation within DS and the Department of State.
When necessary, provide unscheduled intelligence support and liaison services in the event of a crisis or emergency that would necessitate outreach to NCTC. This activity could occur after hours and may result in time worked above and beyond the normal 80 hours in a pay period. The NCTC Representative may be required to physically report to State Annex 20 or provide assistance from an off-site location.
The NCTC Representative will complement and provide additional context to the analytical and threat warning support provided by DS/TIA to DS and other Department of State offices when possible and will report to the DAS of DS/TIA.
Qualifications
Demonstrated ability to work effectively with teams, build and sustain professional relationships, and exert influence effectively at all levels within and across organizations on a myriad of collection situational awareness topics.
Expert ability to work effectively both independently and in a team or collaborative environment, coupled with established and effective interpersonal, organizational, and problem-solving skills.
Ability to work rotating shifts of 12.5 hours in a fast-paced demanding environment.
Comprehensive knowledge of relationships and interrelationships in the IC and collection capabilities, including crisis/operations center with 24-hour/7-day responsibilities.
Extensive knowledge of defense, domestic, and national IC collection issues and capabilities.
Strong oral and written communication skills, including the ability to clearly convey complex information and technical data to all levels of management.
Demonstrated ability to work collaboratively with senior defense, domestic, and national IC officials.
Outstanding interpersonal and organization skills, including ability to manage competing priorities under strict guidelines while maintaining superior customer service.
