This position is organizationally located in the James E. Van Zandt VA Medical Center (Altoona) (JEVZ VAMC), Office of the Director.

Duties

Strategic Planning Strategic Planning, to include in depth analyses/updates for the annual Health Systems Strategic Planning approach which drives new sites of care using Access Expansion Plan processes and the Strategic Capital Investment Program (SCIP) and other strategic initiatives as are identified by leadership. Collaborates and works under the direction of the Medical Center Director on several key short and long-range planning activities to include the development of appropriate facility strategic plans and policies. Engages senior leadership in all aspects of strategic planning, particularly focusing on the establishment of strategic goals and supporting operating strategies Provides support for the update of facility operational plans. Constructs responses to Requests for Proposals (RFP) from VISN and VHA offices which involve strategic initiatives and ensures that the JEVZ V AMC response is of high quality and is consistent with facility's mission, vision, and goals. Responsibilities include planning, organizing, developing, coordinating, evaluating and monitoring activities related to the Strategic Planning process in collaboration with leadership. Initiates and/or reviews items for inclusion in the Medical Center five-year plan, including bed projections, program initiatives and budget planning. The incumbent is responsible for providing guidance and recommendations to management related to resource planning and management. Liaison Serves as the primary point of contact for VISN Office officials for the Medical Center for planning and outpatient clinic activities and initiatives. (VHA) conference calls and represents the Medical Center at national planning related conferences. Presents at VISN-wide meetings, conferences, and training sessions in the area of strategic planning, project management, and outpatient clinic activities for VHA, Network and Medical Center initiatives. Chair of Strategic Planning Committee and member of other facility-based committees relevant to implementation of Strategic Plan (such as Resource Management Committee) Participant of lntegrated Project Teams for new construction and lease projects, input and authorship to the JEVZ V AMC Strategic Plan, and various other duties related to new initiatives and examination of future delivery system enhancements. When tasked with a project, serves as the responsible contact for leading these projects from concept definition to completion and will be required to present the results to senior leadership and program management. When necessary the incumbent represents the facility at meetings or serves on Task Forces at the facility and VISN level, which require technical skill in the areas of VA planning. Healthcare Delivery Evaluates the current planning activities of the Medical Center with regard to the mission, goals and policies established at the national and VISN level and makes recommendations to promote or improve healthcare delivery within the Network. Incumbent assists with the assessment of healthcare needs at the facility level. Conducts trend analyses, demographic analyses, workload assessments, and need and facility assessments. Conducts research in the areas of planning and management based on VHA and other healthcare guidance. Ensures that Network Health Care Planning Model (HCPM) and priorities are fully integrated into the Network Strategic Capital Investment Planning (SCIP) by working with the Capital Assets Manager (CAM). Budget/Space Management Assists the Director and Chief Fiscal Officer in development of budget and workload plans. This includes medical care programs, short- and long-range facility construction plans, staffing levels, facility, and product budget plans. Incumbent coordinates all space management moves and space policies in coordination with senior management for the Director. Performs other duties as assigned Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and successfully completed post master's level. GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:. Collaborates and works under the direction of management on short- and long-range planning activities to include the development of appropriate facility strategic plans and policies. Engages senior leadership in all aspects of strategic planning, particularly focusing on the establishment of strategic goals and supporting operating strategies. Plans, organizes, develops, coordinates, evaluates and monitors activities related to the Strategic Planning process in collaboration with leadership. Analyzes, evaluates, and make recommendations for increased efficiency and economy of operation in areas where opportunities for improvement exist. Works autonomously with the clinical and non-clinical managers to develop business cases in recommending investment or divesting. Briefs Leadership on the status of pending issues; maintains an ongoing account of issues requiring follow-up. Conducts trend analyses, demographic analyses, workload assessments, and need and facility assessments. Education: There is no educational substitution at GS-12 grade level. Physical Requirements: The subject position is primarily of an administrative nature in an office setting. Where travel to work sites is required, there may be tight physical work required, such as walking over uneven surfaces or assisting technical personnel in things such as taking measurements, Government travel for training, meeting or customer interaction will be required. There is periodic walking, standing, bending, carrying of light items such as instructional materials and manuals.
