Duties

Manager for the Special Programs Command reporting to the CMO Director, cover a wide range of high safety risk produced by industrial activities involving civilian and military personnel in contractor facilities throughout the CMO's AOR. Serves as the technical subject matter expert (SME) in the field of ammunition and explosives safety and aircraft ground safety with responsibilities for minimizing risk to the government. Responsible for preventing injuries to government employees, and damage to government property resulting in productivity losses; investigating major occupational safety, health, and equipment accidents. Ensures internal and external customers throughout the Department of Defense (DoD) SAP/SCI communities receive the highest level of functional, technical, and professional support. Evaluates ammunition and explosives and aircraft ground safety conditions of current and future defense contractors, defense service providers, and producers of defense weapon systems, equipment, components, and spare parts. Applies contract administration and safety policies and procedures covering a wide range of high safety risk produced by industrial activities involving civilian and military personnel in contractor facilities throughout the CMO's AOR. Provides technical guidance to all levels of management within the CMO on complex safety and health issues to include clarification of safety and health standards. Participates in meetings, conduct briefings, and coordinate amongst various levels of management within DCMA and other government agencies in regards to Contract Safety.

  • Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.
  • This is a Drug testing position. Incumbent may randomly be required to submit for drug testing at anytime during the length of employment in the position
  • This is an acquisition position coded Practitioner in Engineering and Technical Management. Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 60 months of entry into position.
  • Incumbent must acquire 80 Continuous Learning Points every 24 months.

Qualifications

To qualify for a Safety and Occupational Health Manager, your resume and supporting documentation must support: Individual Occupational Requirements Education Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. or Experience Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. or Certificates Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience. Additional Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. In addition to the above specialized experience Creditable specialized experience includes: Incumbent develops and implements an annual risk-based Contract Safety Surveillance Program for assigned areas. Applies a broad knowledge of contract administration in the performance of assigned duties to mitigate risk to the Defense Industrial Base. Applies a broad knowledge of safety policies and procedures in the performance of assigned duties to mitigate risk to the Defense Industrial Base. Performs risk management functions relating to a broad spectrum of safety disciplines (i.e., ammunition, aviation, and industrial) in support of accident or incident prevention. Applies safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education. Licenses must be current at time of application.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
