This position is in the Health Professions Education (HPE) Office (HPEO) and is supervised by the HPE Manager with oversight provided by the Associate Chief of Staff/Education, Designated Education Officer (DEO), who reports to the Chief of Staff (COS) at the VA Manie Healthcare Systems, located at the Portland, ME location. This position is fulltime at 40 hours per week.
Duties
The position is responsible for the technical work required for HPE programs including disbursement agreement (DA) administration used for payment of salary and benefits to affiliate educational institutions, OAA special purpose funding, VA paid HPTs, educational costs and/or housing contracts, OAA reporting, regular and annual OAA audits, and other OAA and local requirements for OAA resources and program requirements. Major duties and responsibilities include (but are not limited to):
The position serves as the disbursement coordinator and is responsible for communicating, establishing processes and ensuring compliance with directive 1400.05 and related SOPs.
Provides subject matter expert knowledge of VHA Handbook 1400.05 and the Resident Disbursement Procedures (ReDPro) SOP; serves as the facility EARs champion on training, national OAA calls, and surveys.
Administers the tasks and procedures required between the VA and the affiliate including establishing DAs, tracking the time the HPTs spend at the VA (clinical and educational time, leave, research and scholarly activities, didactics, etc.), verifying valid affiliation agreements, rate and stipend schedules, processing transactions through VA financial systems, and reconciliation of educational activity records (EARs) with OAA fiscal, individual clinical services and the affiliate.
The position evaluates programs and processes for discrepancies to determine efficient and compliant HPE program operations and use of OAA resources.
Uses EARs record data and analysis to recommend redistribution of resources, forecast HPT position allocation (FTE) needs for subsequent academic years, and formulate long range budget needs and excess.
Manages the special purpose academic fund from OAA and HPT reimbursement processes with the affiliate; synthesizes data, trends, opportunities, etc. for presentation to facility leadership, OAA, or academic organizations using graphs, flowcharts, and other techniques
Validates complex calculations for accuracy of reimbursement of trainee activity with analysis of relevant documentation; evaluate and determine the scope and intensity of verification methods for each program to minimize risk to organization while maintaining efficiency.
Responsible for representing the VA and producing data and/or documentation to external stakeholder groups including affiliate/disbursing agent's fiscal office, OAA for cause or consultative site visits, Office of Inspector General (OIG), Government Accountability Office (GAO), and VHA Enterprise Risk Register.
Develops and provides annual and as needed training for the affiliate to ensure policy compliance; maintains documentation of training, including meeting minutes description of content covered, and name of attendees. Training is provided for affiliate academic staff, affiliate program directors, VA site directors and resident coordinators.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 7:30am- 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/12/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirement: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements.
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement
You may qualify based on your experience and/or education as described below:
GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plans and carries out projects to improve the efficiency and productivity of internal and external stakeholders; Identifies, analyzes. and makes recommendations to resolve problems and situations in workflow and other administrations as related; Develops detailed procedures and guidelines to established administrative regulations or program guidance OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level.

Physical Requirements: The work is sedentary, although some slight physical effort may be required. This work is performed in an office setting although some slight physical effort may be required to conduct training events, give presentations, or to observe staff and trainees in their work environment, including inpatient clinical areas. The position will utilize a desk and computer and may need to navigate throughout the facility clinical areas. Stamina and concentration to meet crucial deadlines is required.
