THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a BUSINESS MANAGER, Position Description Number T5402000 and is part of the FACILITY ENGINEERS, National Guard. This vacancy does not meet the criteria for appointment of annuitants.

Duties

As a Business Manager, GS-1101-12, you will analyze and direct supply, service, and/or construction contract programs characterized by high dollar costs and extending over long time periods. The magnitude and terms of the contracts substantially impact the mission of the state ARNG. Provides oversight of federal funds used to execute state ARNG facilities programs contractual expenditures. Provides programmatic analysis and oversight of the state's execution of contracts reimbursed with federal funds. Supervises the work of the function.

• Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance within one year of appointment.
• The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
• Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
• The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
• The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver?s license is required.
• For positions requiring the operation of motor vehicles, candidates must have a valid state driver?s license for the state in which they live or are principally employed.
• For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

Qualifications

GENERAL EXPERIENCE: Administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training program or managerial experience in a type of work or a combination of functions directly related to the business or industry position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
