The Chief Engineer is charged with responsibility for the professional Engineering programs such as Maintenance & Repair, Utility Plant Operations, Energy Management & Conservation Program, Safety, Fire Prevention, Industrial Hygiene, Disaster Preparedness, Green Environmental Management, Interior Design, Vehicle Fleet, Grounds, Capital Planning, & Construction Project Management section at a multi-faceted and affiliated VA Medical Center, including outlying Community Based Outpatient Clinics.

Duties

This position entails competency in many aspects of Managing VHA Healthcare Facility Engineering Programs including Interdisciplinary Engineering Coordination and Integration; Facility Maintenance and Operations Management; Construction Development, Management, and Oversight; Healthcare Facility Engineering Program Administration; Healthcare Regulatory, Safety, and Accreditation Compliance; Strategic Planning; Technical Personnel Supervision; and VA Inter-Administration Stakeholder Collaboration. Responsibilities include but are not limited to the following: Engineering Program Management and Administration Provides matrix management support and technical expert consultation to Executive Management for all issues relative to planning, policy, and decision-making actions of the Medical Center, except those of a primarily medical nature; long and short-range planning, establishing policy, and budgeting. Planning, organizing, directing, evaluating, and management process for the Engineering Service that includes setting qualitative and quantitative standards. Oversees human resources management matters for the services, including development and implementation of succession and workforce plans. Budgeting/Financial Management Work Budget formulation, justification, and execution; financial management; and financial reporting. Research and Analysis Work Researches and/or analyzes problems, issues, or program requirements related to all areas of the facility and all facets of Engineering Service in order to provide expert analysis and advice on complex program issues. Special Projects Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs; and undertakes or participates in special projects, ongoing analyses, investigations, and initiatives that have high priority for high-level management. Professional Engineering/Architectural Analysis and Advice Interfaces between VA Central Office and the other Chief Engineers in the network. Assists the network offices and other chief engineers by providing technical advice and input on a wide range of engineering issues, including the Strategic Capital Investment Plan, Capital Asset Inventory, Capital Asset Resource Survey, Deferred Maintenance, management of an engineering department, and a myriad of engineering related topics. Performs Construction Administration Work Responsible for development and implementation of the Medical Center's capital improvement program. Develops technical data regarding materials, sizes, dimensions, quantities, and costs to be incorporated in formal specifications and conducts site visits. Basic Requirements: Citizenship. Be a citizen of the United States (U.S.). Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. ? 7407(a). Education. Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; OR Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; OR Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico. English Language Proficiency. Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. ? 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determination (GS-14): In addition to the basic requirements, the following criteria must be met when determining the grade of candidates. Experience. One year of experience equivalent to the next lower grade. Knowledge, Skills and Abilities (KSAs). In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs: Knowledge of current and evolving concepts and principles of general engineering to resolve novel or obscure problems; extend and modify techniques; develop new approaches that guide other engineers who solve a variety of technical problems; and/or apply new, innovative or experimental advanced engineering theories, developments or practices to problems or studies not susceptible to treatment by acceptable methods. Skill in construction, capital planning and multiple healthcare system portfolio management, inclusive of budget development and tracking. Skill in collaborating with persons having diverse viewpoints, goals or objectives to achieve a common understanding of the problem and a satisfactory solution of sometimes controversial and far-reaching matters through active participation in conferences, meetings or presentations. Ability to interpret broad guidelines and exercise considerable judgment and ingenuity in interpreting and adapting existing guides; in developing new and improved hypotheses, concepts or approaches not previously tested or reported; and/or in developing new policies that advance the organization. Ability to coordinate and interact with regional facilities, national and Department-level staff for the implementation and coordination of policies and program plans to apply prioritization methodologies that align facilities' capital asset requests and develop infrastructure options that result in the efficacious use of a regional healthcare organization capital strategic plan. Ability to adapt and apply trends in healthcare delivery systems that impact long-term capital assets (such as aging equipment and physical plants) for regionally integrated healthcare systems. Ability to consult and collaborate with all organizational levels in a national healthcare organization, outside organizations and businesses regarding both strategic and financial activities of a regional healthcare organization. References: VA Handbook 5005/150, Appendix G-72. HEALTHCARE ENGINEER QUALIFICATION STANDARD GS-0801 The full performance level of this vacancy is 14. Physical Requirements: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. The Chief Engineer must also work outdoors in all types of weather. There may be occasional exposure to moderate risks or discomforts in storage areas or hazardous waste sites. The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, and carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle.
