USAFMCOM has delegated authority to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled. This notice is issued under the Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021, Section 1117 of of the National Defense Authorization Act.

Duties

Provide comprehensive on-site Quality Assurance functions in regards to all technical operations to include Military Pay and Allowances, Travel and Transportation Allowances, Disbursing and internal controls. Performs reviews/audits to determine the accuracy of pay entitlement operations, and the effectiveness of the associated internal controls. Examines and evaluates potential problems or weaknesses related to military pay entitlement processing. Conducts military payroll audits requiring in-depth research of historical records. Assists technicians with questions regarding policies of military pay, travel pay, and disbursing.

Qualifications

For the GS-06: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as assisting in the planning, scheduling and conducting reviews and evaluations on financial pay transactions, laws and regulations. Examples of qualifying specialized experience include: assisting in conducting portions of studies or inspections, gathering information, identifying procedural and situational strengths, weaknesses, and monitoring the effectiveness of internal controls and financial operations related to financial pay transactions. For the GS-07: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience gathering records and substantiating documents such as: pay vouchers, travel vouchers, etc. Reviewing data on various documents and determining the accuracy of financial transactions. Gathering and compiling data on operations for management feedback and/or customer briefings. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing KSA's or competencies are required. Competencies: Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.

Education

GS-06 Substitution of Education for Experience: Six months of graduate education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled.

GS-07 Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled.
