Position is located in the Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A). INL/A provides planning, operational/logistical support & contract oversight for the counter narcotics/counter terrorism aviation program in Iraq, Afghanistan, Pakistan & Latin America using a fleet of fixed and rotary wing aircraft. The incumbent provides maintenance, management and production control guidance for single and multi-engine aircraft/helicopters.
Duties
Develops, coordinates, organizes, implements & oversees a comprehensive aircraft and support maintenance and production control program for INL/A by providing guidance to contractor aircraft maintenance & production control personnel in US & OCONUS.
Reviews, develops and recommends training initiatives to support the aircraft maintenance and production control program.
Analyzes data relating to maintenance and production control as well as and keeping abreast of current maintenance and production control procedures, techniques and policy in support of the counter-narcotics mission of INL/A.
Performs contract oversight of contractor aircraft maintenance and production control ensuring conformance to standards of INL/A's maintenance and production control program.
Interprets current directives, maintenance policies and procedures, and Federal Aviation Regulation guidance to assure current standard operation procedures meet the appropriate standards.

Qualifications

Applicants applying for the GS-13 grade level must meet the following requirements:
Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service to successfully perform the duties of the position.
Examples of qualifying specialized experience include:
Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment.
Reviewing and applying technical specifications and requirements.
Analyzing equipment and forecasting spare parts requirements.
Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders.
Analyzing contract specifications and examining pertinent equipment to determine if specifications are met.
Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement.
In addition, qualifying specialized experience must demonstrate the following:
Experience analyzing aviation maintenance problems to develop innovative solutions to complex issues.
Experience developing aviation maintenance and production control training programs, plans, policies and procedures.
Experience using an automated aircraft maintenance management system.
There is no substitute of education for specialized experience for the GS-13 position.
