The primary purpose of this position is to perform quality assurance evaluation in the evaluation/audit areas of aircraft maintenance, with emphasis on Aircrew Flight Equipment; to observe and determine quality of in-process and after-the-fact maintenance and servicing, ensuring prescribed technical and management procedures are followed and quality support is achieved; and to provide input and recommendations to the Contracting Officer, Functional Services Manager, and Squadron Commander.

Duties

- Plans, develops, organizes, administers, evaluates, and coordinates a comprehensive quality assurance program to surveil aircraft maintenance and Aircrew Flight Equipment. - Utilizes data collection techniques and procedures, specifically for Aircrew Flight Equipment and the associated aircraft parts for evaluation, inspection, and audit programs, evaluates the results and determines the appropriate and effective method and format for presentation to higher-level management. - Manages and administers various Aircrew Flight Equipment quality assurance programs. - Serves as primary technical advisor within the Aircrew Flight Equipment organization of aircraft, ground, and life support equipment and processes.

  • The physical requirements of this position as determined by the manager are: regularly require extended periods of walking, climbing, standing or bending.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the GS-09 (or higher) grade level or equivalent in other pay systems. Examples of specialized experience include knowledge of Departments of Army and Air Force, State and local procurement laws, regulations, policies, procedures, and systems applicable to the planning, award, administration, and management of contracts is required to effectively interface with the contractor in the administration of contracts for facility maintenance. Knowledge of the operation of various contract vehicles and the requirements and methods for ensuring compliance factors sufficient to assist in administering contracts and contract order to effectively. Skills in monitoring contracts and ability to understand special clauses, terms, and conditions to accommodate unique regulatory requirements relative to diverse procurement and federal assistance activities, e.g., entitlement, discretionary grants, and grants to States. Knowledge of technical requirements and cost and price procedures/technique in order to evaluate bids and other information pertinent in the contract administration processes. OR EDUCATION: Applicants must have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of a Contract Performance Evaluator. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques of assigned aeronautical systems and equipment. 2. Broad knowledge of operating policies and procedures of both internal and external quality-related activities such as program management, contractors production engineering, workload planning, procurement, or supply and skill to coordinate quality assurance plans and functions with these activities. 3. Skill in applying this knowledge to the identification of quality problems and resolving the difficult and complex work assignments. Skill to plan and conduct studies, analyze performance and quality data and to develop sound recommendations for correction of quality system deficiencies. 4. Skill in applying this knowledge to planning and developing quality systems for the facility. 5. Skill in establishing and maintaining effective interpersonal relationships throughout the various departments and with using activities. 6. Ability to conduct technical reviews, analyze findings and develop recommendations for corrections or improvements in the quality assurance program. Ability to prepare technical reports on quality levels, to identify specific problem areas and to recommend corrective action. Knowledge of fighter aircraft maintenance, with an emphasis on Aircrew Flight Equipment, as well as knowledge of applicable Technical Orders and other DoD, Air Force, and command regulations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
