The Phoenix VA Health Care System is recruiting for one (1) Assistant Chief (Audiologist). This position is located in the Audiology and Speech Pathology Service (ASPS) at the Carl T. Hayden VA Medical Center of the Phoenix VA Health Care System in Phoenix, AZ. Audiology and Speech Pathology offers complex, comprehensive, interdisciplinary services including multiple subspecialty areas in both disciplines. There is occasional travel for the position.
Duties
The Phoenix VA Health Care System is a Level 1a complex, tertiary health care system that provides acute medical, surgical, and psychiatric inpatient services; primary, subspecialty and mental health outpatient services; and subacute and long-term care services. The duties and responsibilities are carried out throughout all clinical and other patient care areas involved with the Audiology and Speech Pathology Service. Duties of the position include but are not limited to:
SUPERVISORY AND PROGRAM MANAGEMENT
Assists the Chief of Audiology and Speech Pathology in developing, organizing, directing, managing, supervising, and implementing policies and procedures for audiologists and speech pathologists.
Exercises supervisory responsibilities such as planning and scheduling work, assigning work to audiologists and speech pathologists, accepting, amending or rejecting completed work, assuring that production and accuracy requirements are met, appraising performance and recommending performance standards and ratings, assigning delineated clinical privileges, approving leave, and effecting disciplinary measures.
Uses ability to articulate and communicate assignments, projects, problems to be solved, actionable events, and objectives, as well as advise on work methods, practices, and procedures.
Uses ability to coach the clinical team in the selection and application of appropriate problem solving methods and techniques.
Serves as facilitator and/or negotiator in coordinating initiatives and consensus building activities among clinical team members with wide divergent backgrounds, interests, and points of views.
Obtaining assistance from supervisors or managers on problems that may arise.
Monitoring schedule openings, missed opportunities, incomplete encounters, bookabilty, productivity, and consults in Audiology and Speech Pathology at the Phoenix VA Health Care System.
Assisting with program management and development specific to The Phoenix VA Health Care System.
Providing on-sight guidance for infection control (including RMEs) and all other updated policies and procedures.
In the absence of a supervisory Audiologist/Speech Pathologist, overseeing the professional practice of peers.
Developing and implementing policies and procedures to address focused clinical needs and other overall services delivered and provided within the Audiology and Speech Pathology Service at the Phoenix VAHCS.
Demonstrating the ability to analyze clinically appropriate data effectively to optimize quality, performance and productivity within the department.
Demonstrating knowledge of human resources administration, monitor and evaluate performance, and maintain effective labor management relations within scope of responsibility.
Working with the Chief of Audiology and Speech Pathology to facilitate continuing education funding and needs, which takes organizational, professional, and individual specialty program needs into account.
Other duties as assigned by leadership.
CLINICAL RESPONSIBILITIES
Providing direct patient care on a regularly scheduled basis throughout the work week. Direct patient care requires sufficient mental and occupational stamina. The magnitude of direct patient care will be determined by leadership.
Planning, conducting, and coordinating auditory (aural) rehabilitation, tinnitus, and/or vestibular rehabilitation programs for patients; designing patient centered treatment plans to assist patient and caregivers to maximize and restore to the greatest extent possible physical and social functioning; and designing, monitoring, and conducting a comprehensive hearing conservation program for employees at risk for noise exposure.
Serving as a consultant to other facility personnel involving the most difficult and complex cases and is a recognized subject matter expert on matters related to hearing, tinnitus, and balance disorders.
Advanced knowledge and ability to perform functions associated with contemporary audiology scope of practice.
Frequent interaction with other staff throughout the medical center to perform multiple duties for the diagnostic- testing, assessment and follow-up treatment of veteran patients.
Demonstration of extensive experience, mature professional judgment and ability to work without supervision.
Work Schedule: Monday - Friday, 7:00 a.m. through 3:30 p.m. May be adjusted based on needs of the service.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Doctorate degree or its equivalent in audiology or hearing science from an accredited college or university is required. ["Accredited" means a college or university accredited by a regional accreditation organization and an audiology program recognized by the Accreditation Commission for Audiology Education (ACAE) and/or the Council on Academic Accreditation of the American Speech Language-Hearing Association (ASHA).]
Licensure. For those grades that require licensure (GS-12 and above), [ ] the incumbent must hold a full, current, and unrestricted license in a State, Territory, Commonwealth, or the District of Columbia.
English Language Proficiency. Audiologists must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: GS 13 Requirements
Licensure. [T]he incumbent must hold a full, current, and unrestricted license in a State, Territory, Commonwealth, or the District of Columbia.
Education and Experience. Completion of 1 year of professional experience equivalent to the next lower grade level directly related to the position being filled, and must fully meet the KSAs at that level. In addition to the experience at the below levels, the candidate must demonstrate the following KSAs:
Ability to supervise, motivate, and manage effectively a diverse clinical staff;
Skill in assessing qualifications and abilities of current and prospective employees;
Ability to develop productivity standards applicable to a service or equivalent organizational department;
Ability to organize work, set priorities, delegate tasks and responsibilities, and meet multiple deadlines for service; and
Ability to accommodate new and changing work conditions, staffing, and contingencies.
