You will serve as a PHYSICIAN (MEDICAL EVALUATION BOARD) in the Director for Administration, Patient Administration, Bureau of Medicine and Surgery (BUMED) facility of NMRTC BREMERTON WA. This announcement uses the Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

You will serve as a Disability Evaluation System (DES) expert, consultant, and advisor to engage in Medical Evaluation Board (MEB) administration, evaluation, and finalization of Medical Evaluation Board Reports (MEBR). You will evaluate patients for fitness for duty by conducting complex and comprehensive reviews. You will attend and participate in monthly reviews. You will conduct research with all care providers and recommend course of action. You will oversee all medical readiness processes. You will conduct training and serve as a medical expert on the MEB process to residents, interns, and other medical students/staff.

Requirements

  • You will be required to obtain and maintain a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

  • In accordance with BUMEDINST 6230.15, employees who have contact with or potential exposure to human blood or blood products are provided hepatitis B virus vaccine.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • A favorable Tier 3 background investigation is required for all Non-Critical Sensitive (NCS) positions with access to network systems and Personally Identifiable Information (PII).
  • You must possess a Basic Life Support (BLS) for Healthcare Providers Certification.

In addition to meeting the basic requirement to qualify for this position you must also meet the qualification requirements listed below: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying, professional theories, principles, concepts, and practices of medicine to elicit and interpret complex medical aspects of disability claim cases, clinical disabilities of individuals, (e.g., service members), and to critically evaluate them in a broader context of occupational health/ physical medicine including fitness for duty, return to work, and as necessary, functional medical testing; Recognizing rare and/or difficult to identify symptoms to develop a clinical narrative summary and/ or treatment regimen involving knowledge of new techniques; Utilizing new scientific and/or technological procedures in the evaluation of complex patient cases; Performing extensive analysis of the individuals' (e.g., service members'), medical condition from a potentially wide spectrum of medical evaluations, reports and therapeutic plans from disparate specialties and integrating them into a cohesive clinical assessment on how they ultimately affect fitness/suitability to return to work for the individual, (e.g. fitness duty for the service member); Assessing injuries affecting individuals, (e.g., service members), job performance, current job assignment sustainability, and ability to continue to normal work functions, (e.g., serve on active or reserve duty status; Applying new scientific and/or technological procedures to perform research and clinical investigations for Medical Evaluation Board (MEB) and provide advisory/consultative services to other board members or external agencies on treatment of complex healthcare problems not susceptible to treatment by traditional methods; AND Advising and explaining complex medical processes to patients/families in a manner that is easily understood in addition to providing briefings to peers and managers in order to effect change and/or gain compliance. Education

Degree: Doctor of Medicine, Doctor of Osteopathic Medicine, or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must have provided education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. For GS-14 -- 4 years of graduate training in the specialty of the position to be filled or equivalent experience and training.

Graduate Training

Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.

An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME)(external link).

A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association(external link), (AMA) or Accreditation Council for Graduate Medical Education (ACGME)(external link).

A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
