The Program Analyst position is located in the Office of Community Care department at the Newington, CT location. This position is a Full-Time position at 40 hours per week.

Duties

Develop program evaluation plans, procedures, and methodology. Work with Regional Program Office to evaluates programs against short and long-range objectives. Develop positive relationships with local medical center Community Providers and stakeholders, such as hospital associations. Provide ongoing education, partners with CCN and serves as customer service point of contact for problem resolution regarding claims. Visit community provider stakeholders. Establish regular points of contacts with community hospitals and perform regular and reoccurring visits on scheduled basis to provided education and address concerns. 50% of the time will be sent will be spent traveling and meeting with community provider stakeholders. Investigate and resolves problems and special cases brought to the attention of top management including those from the agency's executive management staff. Gather facts and resolves conflicts of information or interpretation and develops cases in accordance with applicable policies, procedural manuals, and other guidelines, and resolution development appropriate operating offices. Work Schedule: Monday - Friday. Hours: 8:00am - 4:30pm. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You must also qualify based on your experience and/or education as described below: GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to Data analysis and trending into proper context, knowledge of the mission, organizational structure, workflow, processes, procedures, policies, regulations, and laws covering a variety of activities from medical coding, fiscal accounting, budgeting, personnel management, regulatory compliance and inspection agencies; plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting; and, evaluating costs and benefits, presenting options with pros and cons, preparing staffing reports, papers, and responses to internal customers and various other stakeholder; OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above.
