THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a RECORDS & INFO MANAGEMENT SPECIALIST (KNOWLEDGE MANAGEMENT), Position Description Number T5551000 and is part of the PENNSYLVANIA NATIONAL GUARD, National Guard. 1 or more Position(s) may be hired against this Announcement. INDEFINITE Position may lead to permanent assignment without further advertisement.

Duties

As a RECORDS & INFO MANAGEMENT SPECIALIST (KNOWLEDGE MANAGEMENT), GS-0308-11, you will work with non-homogenous work centers throughout the wing to integrate planning, development and implementation of knowledge programs and systems. Provide guidance to Wing leadership moving the organization towards the implementation of effective knowledge management practices. Manage overall processes for organizations to plan, coordinate, share and control information. Manage the Records Management (RM) and Records Life Cycle Program. Perform other duties as assigned.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Bargaining Position AOC A: NG Employees working at the location specified. AOC B: NG Employees of the Pennsylvania National Guard. AOC C: Open to the public. TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. GENERAL EXPERIENCE: Experience in Records and Information Management (RIM) work involving the creation, dissemination, research, storage and disposition of Federal records. Experience with formulating policy, performing strategic analysis and planning, conducting program outreach, coordinate training, developing metrics, and ensure that sound information governance and accountability measures are in place. SPECIALIZED EXPERIENCE: Application must indicate 36 months of experience with supervise, lead, or perform records information management work which includes planning, controlling, directing, organizing, training, promoting, and other activities involved with respect to records creation, records maintenance and use, and disposition in order to achieve adequate and proper documentation of the policies and transactions of the Federal Government and effective and economical management of agency operations. Experience with records management laws, regulations, rules, policies and procedures. Experience with the principles and concepts of information governance of various phases of records and information management, and the complete records process and content management framework that supports the entire life cycle of agency records. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
