You will serve as a Research Program Specialist in the Biological Defense Research Directorate (BDRD) of NAVMEDRSCHCEN SILVER SPRING MD. This position is located in Fort Detrick (Frederick, MD)

Duties

You will apply rules, regulations, methods, procedures and practice in a wide variety of administrative management areas (i.e., budget, finance, contracting and procurement). You will research development of Cooperative Research and Development Agreements (CRADAs) and Memorandums of Understandings or Memorandums of Agreement (MOU/MOA) responsibilities to develop and manage funding proposals. You will develop different types of agreements with funding organizations and collaborators within and outside the Department of Defense (DoD). You will utilize procurement regulations to prepare purchase order for supplies, reagents, laboratory equipment and other miscellaneous items.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing and execution of infectious diseases research projects to include preparation and processing of protocols, proposals, and science/finance reports. Utilizing rules, regulations, procedures and practices related to budget, finance, contracting and procurement to ensure proper execution of research program milestones. Utilizing and administrative expertise of contract and agreement preparation to develop, facilitate and manage funding/agreements documents, and processing of invoices for further contracting actions. Expertise and experience of the U.S. Government Purchase Credit Card Program to procure materiel for the Directorate. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Ph.D. or equivalent doctoral degree
or
3 years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
