Duties
Serves as accountant and technical advisor with responsibility for financial management systems, cost estimating, budget formulation, accounting functions, internal controls, and financial reporting for program operations.
Review and analyzes complex situations and/or conditions encompassing a variety of accounting documents, reports, policies, and procedures involving a range of federal appropriations and accounts within one or more accounting systems or subsystems.
Plans, manages, and coordinates general accounting services in accordance with generally accepted accounting principles.
Serves as an expert on general and cost accounting operations.
Provide authoritative policy interpretations and functional recommendations relating to the effectiveness of accounting operations.
Represents the activity on financial concerns at conferences with representatives from financial, accounting, and auditing offices and other echelons, with authority to act on matters as delegated.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.

In order to qualify, you must meet the education and experience requirements described below. Specialized Experience Required: One year of experience at the GS-12 level, or equivalent, in the Federal service that includes: 1. Examining financial transactions to verify the reporting accuracy; 2. applying a variety of accounting principles to maintain compliance with laws and regulations; 3. developing internal operating procedures to ensure financial reports are compliant with external governing agencies; 4. developing accounting reports to provide to upper-level management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
